BACKGROUND 1. The applicant has submitted a precise plan for the construction of 17 apartment units on 1.25 acres of property located 436-440 "L" Street in the County. The property has been prezoned R-3-P-14. Its annexation to the City has been approved by LAFCO and the City Council and been forwarded, to the Secretary of State for recordation. 2. An Initial Study (IS-78-6) was certified by the Planning Commission on August 10, 1977 and is herewith forwarded to the City Council. B. DISCUSSION 1. Adjacent zoning and land use: North - R-1, Co. R-1-A Chula Vista High School and single family South - R-1, Co. R-1-A Single family East - Co. R-1-A Single family (proposed 15 unit apartment) West - Co. R-1-A Single family 2. Site Characteristics The project site is a 54,516 sq. ft. (1.25 acres) "L" shaped level property with 124 feet of frontage along "L" Street. The site consists of two assessor's tax parcels. The smaller parcel (50' x 150') is developed with a single family residence and the larger parcel is developed with two duplexes. All of these structures will be removed. 3. BOARD/COMMISSION RECOMMENDATION On August 10, 1977 the Planning Commission, by a 7-0 vote, certified the Negative Declaration on IS-78-6 and recommended that the City Council approve the precise plan for 17 unit garden apartments at 436-440 L Street, in accordance with Resolution PCM-78-2. COUNCTL ACTION Approved 9-6-77 Item No: 4 -' 4a Supplemental Page 2 townhouse units. All of the units are two-bedroom. Most of the buildings are located toward the rear of the site and are so arranged as to form a "U" shaped cluster. Seven of the single story units are located 15 feet from the southerly property line adjacent to the single family development and the other two single story units are located closest to "L" Street. Three of the townhouse units are located on the west side and the other 5 units on the east side of the lot. A recreation building with a sauna is proposed in the middle of the units amid an open space area. Two small private storage structures are also proposed in this area. A single story laundry room and storage room is located between the single story units at the rear of the site. Access to the parking area is provided by a 24 foot wide driveway located on the easterly frontage of the property. Part of the parking is located in front of the units. The parking is located 25 feet from the street and is screened by a 42 foot high stucco wall and a carport cover- ing 5 spaces and a pedestrian entrance. The carport has a pitched roof and stuc- coed wall in front with an opening for pedestrians and simulated windows. The rest of the parking is located at the southerly end of the driveway. Exterior fencing will be a 6 foot high wooden fence with stucco pilasters, 18 feet on center. 4. Parking The required parking for the 17 two-bedroom units is 34 spaces, 4 of which may be provided on the street. The applicant has provided all 34 spaces on-site which should prove beneficial due to the number of two-bedroom units. 5. Precise Plan Guidelines The project either meets or exceeds the precise plan guidelines relating to setbacks, building height and private and common open space. The closest two- story unit to the rear property line is located 65 feet away. The private open space for each unit is divided into two areas, one in front and the other at the rear. The front area is an open patio entry way screened from the common area by a 42 foot wall. A wall is also provided between the units making the entry way completely private. The rear patios of each of the units are separated by a wall which does not extend to the property line in order to permit movement around the building for maintenance. 6. Architecture The architecture is contemporary and represents a well conceived and designed project which is consistent and compatible with the adjacent single family area. The project has been made interesting by the use of offsets in the building eleva- tions accentuated by walls and consisting of wood (brown) and stucco (white) exte- riors, an irregular pitched roof line (brown asphalt shingles) created by the one and two story construction and "chimneys" which are actually solar heating units designed to appear as chimneys. The storage building at the end of the driveway screens the recreation area from the parking. In addition a 4 foot high wall with pedestrian openings has been provided around the parking which will separate the cars from pedestrians areas and units. D. ANALYSIS The development is a well designed project which has used some imaginative concepts in architecture and treatment of open space areas and in physically separating the parking from the units by walls and landscaping. The result is an architecturally attractive project, compatible with the adjacent single family neighborhood and complementary to the approved 15 unit apartment project to the east. The development will enhance and upgrade the area. RESOLUTION N0. PCM-78-2 .~ RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE APPROVAL OF A PRECISE PLAN FOR 17 GARDEN APARTMENT UNITS AT 436-440 L STREET IN THE R-3-P-14 ZONE WHEREAS, approximately 8.4 acres on the south side of L Street between Fourth and Fifth Avenues was prezoned R-3-P-14 on October 26, 1976, and WHEREAS, annexation of the property to the City of Chula Vista was approved by LAFCO and the City Council, and L~HEREAS, a precise plan for the development of 1.25 acres of the property located at 436-440 L Street with 17 garden apartments was submitted to the Planning Department on July 15, 1977 by Charles S. Offerman, and ' WHEREAS, the City Planning Commission, at a duly advertised public hearing held at 7:00 p.m., August 10, 1977, in the Council Chamber, City Hall, 276 Fourth Avenue, considered the precise plan for development as submitted, and WHEREAS, the Planning Commission found that in accordance with the Negative Declaration on IS-7B-6 and the findings stated therein, this project will have no significant adverse environmental impact and certified the Negative Declaration. NObJ THEP,EFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as follows: a. That such plan will not, under the circumstances of the particular case, be detrimental to the health, safety or general welfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity. The plan represents a well designed project with ample open space, setbacks and parking. The architecture is compatible with the adjacent single family detached development. b. That such plan satisfies the principles of the application of the "P" Modifying District as set forth in Section 19.46.041 of the Municipal Code. The proposed plan either meets or exceeds the precise plan guidelines pertaining to open space, setbacks and building height. c. That any exceptions granted which deviate from the underlying zoning require- ments shall be warranted only when necessary to meet the purpose and application of the "P" Precise Plan Modifying District. The plan meets all of the requirements of the underlying R-3 zone. d. That approval of the plan will conform to the General Plan and the adopted policies of the city. The project will be developed at a density which is consistent with the General Plan designation for the property of 4-12 dwelling units per gross acre. BE IT FURTHER RESOLVED that the City Planning Commission recommends to the City Council the approval of the precise plan for the development of 17 garden apartment units at 436-440 L Street subject to the following conditions: 1. The Fire Department requirements shall be determined when (building plans are submitted. 2. The applicant shall consolidate the property into one parcel prior to the issuance of any building permits. 3. All signs shall be subject to Zoning Administrator approval. 4. The drainage plan for this project shall be submitted for approval by the Director of Public Works.
