ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO X) The Federal Highway Act of 1973 provided several programs for funding highways. Two programs of particular interest to cities are 1) the Federal Aid Urban System, and 2) Safer Off-System Roads Program. The former program provides funds to cities and counties for road and transit projects. Funds for road projects must be expended on an approved Federal Aid Urban route. The current two-year program for San Diego County is approximately $14 million. The latter program (Safer Off-System Roads Program) is designed to aid cities and counties in solving safety problems on streets and roads that are not on any Federal Aid Urban system. This program represents $646,248 for San Diego County.. The Board of Supervisors has claimed the entire $646,248 for San Diego County. They have also directed the County Department of Transporta- tion to develop through the FAU Committee a method of distribution for these funds. The FAU Committee, in May of 1977, voted to apportion the funds within the County on a population basis. The City of Chula Vista's apportionment would be $30,836. The County Director of Transportation is also proposing that upon request by a city, the County will prepare an agreement to exchange Federal Program funds for an equal amount of County gas tax funds. This action would relieve the City from the various administrative steps to make an application to the State for both program and project approval. Approval of the resolution 1) will designate the FAU Advisory Committee as the authorized body to develop the region's Safer Off-System Roads Program and to distribute these funds for apportionment, 2) will approve (Continued on Supplemental Page 2) tXN 1 ti 1 15 Agreement Resolution x Ordinance Plat Notification List Other ENVIRONMENTAL DOCUMENT: Attached Submitted on FINANCIAL IMPACT Adoption of this Resolution will provide for the use of $30,836 of Federal aid monies or the option of County road funds monies to the City of Chula Vista. '12 Supplemental Page 2 distributing the funds County-wide on a population basis, and 3) will recognize that the City may elect to enter into an agreement with the County of San Diego to exchange the City share of SOS funds for an equal amount of road fund monies. Approval of this Resolution will not automatically enter into an agree- ment with the County for the exchange of gas tax monies. Council would need to take separate action at a later date to consummate that agree- ment. Such an agreement would be beneficial to the City of Chula Vista for the following reasons: 1. Most of the road safety problems in the City of Chula Vista are on a Federal Aid System, therefore, these funds could not be used for that project. 2. It would not be cost effective to go through the extremely long process of getting project approval, plans and specifications approval through the State and Federal government for such a small project of $30,336. On the other hand, a large agency, such as the City or County of San Diego, does have worthwhile sizeable pro- jects on non-Federal Aid roads. JPL:et KY061
