ITEM TITLE RESOLUTION 8795 Approving Publication of Human Care Services Directory,
Appropriating Funds Therefor, and Establishing Fees for Distribution

Late in calendar year 1976, staff and the Human Relations Commission began work on a Human
Care Services Directory for Chula Vista and the South Bay. This action was taken in response
to direction previously received from the City Council. The object of the effort was to
assemble an inventory of social services available to local citizens, which would facilitate
information and referral activities.
Attached is a draft of the finalized Human Care Services Directory. This is the culmination
of many hours of work by personnel in several City departments, volunteer commissioners,
and staff of outside agencies. It represents the "state of the art"for this type of publica-
tion and we have already received several inquiries from various agencies requesting. copies.
The introductory pages of the Directory provide some background as to its development, which
will not be repeated here. However, special notice is taken of the assistance given by
County Library staff in the creation of the final project.
In addition to the "white" draft copy, there is also enclosed a packet of paper samples
upon which it is proposed that the final Directory be printed. The cover would be blue with
white ink, the introductory pages would be white, the Category of Service index would be
yellow, the Chula Vista listings would be orange, and Other South Bay listings would be
white, all with black lettering. In addition, there would also be included several self-
addressed forms which could be used by persons to notify the City of necessary additions
and/or corrections.
Two options exist regarding actual printing of the Directory. The material could be forwarded
to a private printing firm for typesetting, printing and binding. This would produce a
document which would be highly professional in its appearance but would result in a cost of
some $1,300 for 500 copies. If the Directory were printed "in-house", it would require some
$300 for materials and expend approximately $120 of absorbed personnel costs for the same 500
copies. The latter option would produce an adequate product, though somewhat more difficult

FINANCIAL IMPACT - $300 should be appropriated from the unappropriated surplus of the
General Fund and placed in Account 100-0210-5212.
By project completion, some 500 hours in analyst, clerical, print shop and data systems
personnel time will have been expended_on this project. In addition, some 8 hours of
computer time were utilized. This equates to some $4,600 in absorbed costs. Revenue at
$1.00 per copy is projected to equal some $425.
STAFF RECOMMENDATION - Adopt Resolution. It should be noted that the cost of processing this
initial Directory should not be repeated in subsequent years. A large investment was re-
quired for research and development as we essentially started from "ground zero".
BOARD/COMMISSION RECOMMENDATION - At its regular business meeting of August 10, 1977, the
Human Relations Commission recommended approval of the Human Care Services Directory with
three additional entries. Two of the changes have been made and the third (Immigration and
Naturalization) will be incorporated in any subsequent revision.

After printing of the Directory, it is recommended that the information be provided
to selected City personnel, (e.g., Senior Service Center, Parks & Recreation Centers,
Library) free of charge. Outside agencies and individuals would be charged $1.00
plus 50~ for third class postage and handling.
A resolution has been prepared which would appropriate funds necessary for "in-house"
printing and which would set the recommended fee schedule for outside distribution.

to be incurred by the contract or agreement authorized by the
attached resolution can be incurred without the violation of any
of the provisions of the Charter of the City of Chula Vista, or
the Constitution or the laws of the State of California, that
sufficient monies have been appropriated for the purpose of said
contract, that sufficient monies to meet the obligations of the
contract are actually in the Treasury, or are anticipated to come
into the Treasury to the credit of the appropriation from which
the same are to be drawn, and that said monies now actually in
the Treasury, together with the monies anticipated to come into
the Treasury, to the credit of said appropriation are otherwise
unencumbered.
