RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA INITIATING REORGANIZATION PROCEEDINGS AND
SETTING A PUBLIC HEARING FOR THE PROPOSED BLATT
REORGANIZATION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista desires to initiate the
reoganization of certain territory in the unincorporated area of
the County of San Diego, designated as the Blatt Reorganization,
and
WHEREAS, the Local Agency Formation Commission after
conducting a public hearing on August 2, 1982, adopted a
resolution approving such proposed reorganization and pursuant to
Government Code Section 56271.1 authorized the City of Chula Vista
to initiate said reorganization proceedings in compliance with
Government Code Section 56430 et seq. and the terms and conditions
of the LAFCO resolution, and
WHEREAS, the lands in question are located east of
Industrial Boulevard between Oxford and Palomar Street consisting
of 17.62 acres of land and at the time of application for
annexation, the existing prezoning was C-C-P (Central Commercial
with Precise Plan review) and I-L-P (Light Industrial with Precise
Plan review) adopted by the City Council on May 11, 1982 by
Ordinance No. 1984, and
WHEREAS, on November 19, 1980, Mr. Jose Blatt, proponent
and property owner, submitted to the City a petition for a reorgan-
ization involving annexation of 17.62 acres of uninhabited
territory to the City of Chula Vista and concurrent detachments
from the Montgomery Sanitation District, the San Diego County
Flood Control District - Zones 3 and 4, County Service Area NO.
62, and the Montgomery Fire Protection District, and
WHEREAS, the proponent is requesting annexation to the
City in order to obtain an increased level of municipal services
over that which is currently provided in the County of San Diego
and to satisfy the condition of tentative subdivision map (TM
3990), approved by the County Planning Commission on September 7,
1979, and

WHEREAS, the Environmental Review Committee on December
10, 1980 concluded that the proposal would not result in any
significant environmental impacts and issued a "conditioned"
negative declaration of environmental impact.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby set Tuesday, the 19th day of
October, 1982, at the hour of 7:00 p.m. in the Council Chambers of
City Hall, 276 Fourth Avenue, Chula Vista, California as the time
and place to receive protests against said reorganization.
BE IT FURTHER RESOLVED that any interested person,
desiring to make written protest against said reorganization shall
do so by written communication filed with the City Clerk not later
than the hour set for hearing and a written protest by a landowner
shall contain a description sufficient to identify the land owned
by him; a protest by a voter shall contain the residential address
of such voter.
BE IT FURTHER RESOLVED that the City Council hereby
certifies that it has reviewed IS-81-21 and the findings therein,
and determined that the proposed reorganization will not have a
significant impact upon the environment and hereby certifies that
the. Negative Declaration was prepared in accordance with the
California Quality Act of 1970, as amended.
