RESOLUTIONI OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING PRECISE PLAN FOR THE DEVELOPr4ENT OF
AN EMPLOYEE PARKING LOT AT 371-377 H STREET FOR BAY
GENERAL COMMUNITY HOSPITAL, AND CERTIFYING THE
NEGATIVE DECLARATION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council of the City of Chula Vista has
heretofore received the recommendation of the Planning Commission,
as contained in Resolution No. PCM-77-21, adopted on the 13th day
of July, 1977 setting forth the precise plan for the development
of an employee parking lot at 371-377 H Street for Bay General
Community Hospital in the C-O-P zone, and
WHEREAS, the City Council of the City of Chula Vista has
heretofore held a public hearing to consider said precise plan on
August 2, 1977 and August 16, 1977 and has taken testimony and heard
euidence thereon, and
WHEREAS, a notice of the proposed negative declaration on
said precise plan was given in accordance with the Environmental
Review Policy, and
WHEREAS, the Environmental Review Committee found that
said precise plan would have no possible significant impact on the
environment and forwarded the attached Negative Declaration, IS-77-43,
to the City Council of the City of Chula Vista for their considera-
tion, and
WHEREAS, said Pegative Declaration has been available to
agencies having jurisdiction by law, all responsible agencies, and
to the public for an adequate period of time for their review and
comment, and
WHEREAS, the information contained in said negative declar-
ation has been considered by the City Council of the City of Chula
Vista prior to its action on the discretionary item before the City
Council.
NOW, THEREFORE, the City Council of the City of Chula Vista
finds as follows:
1. That the City Council of the City of Chula Vista adopts
as its record of this finding of no possible significant impact the
Council agenda statement on this agenda item and all of the attach-
ments thereto.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached Negative Declaration that said precise
plan will not have any possible significant impact on the environ-
ment, and the attached Negative Declaration, incorporated herein by
reference as if set forth fully, has been prepared in accordance
with the California Environmental Quality Act of 1970, as amended.
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said negative Declaration with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination on this project.

NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the precise plan for
the development of an employee parking lot at 371-377 H Street
for Bay General Community Hospital in accordance with Resolution
No. PCM-77-21 of the Chula Vista Planning Commission and subject
to the following conditions:
1. A six foot (6') high wooden zoning wall shall be
erected along the northerly property line unless
the Planning Commission grants a waiver pursuant
to Section 19.58.360 of the zoning ordinance.
2. Concrete wheel stops shall be placed in the parking
spaces adjacent to the east and west property lines.
3. That this matter be brought back to the Council for
review three (3) years from the date of this appro-
val.
BE IT FURTHER RESOLVED that in the event any traffic
safety problems are generated by this plan, the staff is directed
to report the matter to the City Council for appropriate modifi-
cation of the plan.

A. Project Se.ttin
The proposed project area involves about 1.25 acres of property
located on the north side of H Street between 3rd and 4th Avenues.
The site is currently developed with 3 single family dwellings and
several small multiple family units that will be removed prior to
project implementation.
Adjacent land uses include residential to the north, commercial to
the south and residential and commercial to the east and west. The
site appears to be void of any significant vegetation or wildlife
and there are no known geologic hazards present within the immediate
vicinity.
B. Project Description
The project involves the removal of existing dwellings to be replaced
with. approximately 49,000 sq. ft. of pavement and 5500 sq. ft. of
landscaping. The construction of a masonary wall will also be
required adjacent to residential zones. The proposed parking facility
will provide 148 vehicle spaces for Bay General Hospital employees
who are currently parking their vehicles curbside along 4th Ave.
and H Street.
C. Analysis in Support of the Findings
See attached City Data and evaluation form.
D. FINDINGS
1. The project site appears void of any significant
vegetation or wildlife and there are no geologic hazards
known to exist within the immediate project area.
2. The project is in conformance with the General Plan and
will reduce the amount of daily on-street parking currently
existing in the area of 4th Ave. and H St. The project is
not anticipated to achieve short term to the disadvantage of
long term environmental goals.
3. There are no impacts expected to occur which could interact
to create a substantial cumulative effect on the environment.
4. Project implementation will not cause a significant increase
in ambient noise levels nor will any appreciable amount of air
pollutants be generated.
Mitigation measures included as part of the project to avoid
significant impact.

RESOLUTION N0. PCM-77-21
RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE
CITY COUNCIL THE APPROVAL OF A PRECISE PLAN FOR THE DEVELOPMENT
OF AN EMPLOYEE PARKING LOT AT 371-377 H STREET IN THE C-O-P ZONE
WHEREAS, Bay General Community Hospital submitted a precise plan for the
development of an employee parking lot at 371-377 "H" Street in the C-O-P zone,
and
WHEREAS, the City Planning Commission, at a duly advertised public hearing
held at 7:00 p.m., July 13, 1977, in the Council Chamber, City Hall, 276 Fourth
Avenue, considered the precise plan for development as submitted, and
WHEREAS, the Planning Commission found that in accordance with the Negative
Declaration on IS-77-43 and the findings stated therein, this project will have
no significant adverse environmental impact and certified the Negative Declaration.
NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as
follows:
a. That such plan will not, under the circumstances of the particular case, be
detrimental to the health, safety or general welfare of persons residing or working
in the vicinity, or injurious to property or improvements in the vicinity.
The layout, landscaping and fencing of the parking lot conform to good design
principles so that the lot will not be detrimental to the health, safety or
general welfare of persons or properties in the vicinity. The lot will be
constructed in accordance with the adopted "P" District guidelines.
b. That such plan satisfies the principle for the application of the "P" Modi-
fying District.
The proposed plan will retain a majority of the existing trees on the site
and will provide additional trees as well as an ample front landscape area
and therefore satisfies the principles of the Precise Plan modifying district.
c. That any exceptions granted which deviate from the underlying zoning require-
ments shall be warranted only when necessary to meet the purpose and application of
the "P" Precise Plan Modifying District.
The proposed plan meets all precise plan and zoning requirements.
d. That the approval of this plan will conform to the General Plan and the adopted
policies of the City.
The approval of this plan will conform to the goals and objectives of the
General Plan.
BE IT FURTHER RESOLVED that the City Planning Commission recommends to the
City Council the approval of the precise plan for the development of an employee
parking lot at 371 and 377 "H" Street for Bay General Community Hospital.
