SUMMARY
Staff is requesting that $2,995 in unanticipated revenue from the City's collaboration with the
Pacific Southwest Association of Realtors on its Bike Chula Vista program be appropriated to the
Conservation Section's budget. The additional funds will be used to provide additional community
conservation services.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity for compliance with
the California Environmental Quality Act (CEQA) and has determined that the activity is not a
"Project" as defined under Section 15378 of the State CEQA Guidelines because the proposed
action consists of a governmental fiscal activity which does not involve any commitment to any
specific project which may result in a potentially significant physical impact on the
environment. Therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the
activity is not subject to CEQA. Thus, no environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
The budget amendment would appropriate $2,995 in unanticipated revenue to the Conservation
Section's Fiscal Year 11 operating budget. The revenue is the result of a reimbursement check
from the Pacific Southwest Association of Realtors (PSAR) for City expenses incurred as part of
its Bike Chula Vista initiative. The initiative, which expanded outreach to community members,
realtors, and major employers about local bicycle resources and infrastructure, was sponsored by
a "smart growth" grant from the National Association of Realtors secured by PSAR.
The $2,995 in additional funds would support additional community conservation services
focused on energy efficiency, renewable energy, water conservation, and alternative
transportation.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site
specific and consequently the 500 foot mle found in California Code of Regulations section
18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
The $2,995 appropriation has no net-impact to the General Fund, because the one-time revenues
will offset the one-time expenditures.
ONGOING FISCAL IMPACT
The $2,995 appropriation to the Conservation Section's budget is a one-time activity, so there are
no ongoing fiscal impacts associated with the budget amendment.

RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROPRIATING $2,995 IN
UNANTICIPATED REVENUE TO THE OFFICE OF
CONSERVATION FISCAL YEAR 2011 OPERATING
BUDGET
WHEREAS, the City has received $2,995 in unanticipated revenue; and
WHEREAS, the revenue is the result of a reimbursement check from the Pacific
Southwest Association of Realtors for City expenses incurred as part of its Bike Chula Vista
initiative; and
WHEREAS, staff is requesting that the unanticipated revenue be appropriated to the
Conservation Section's Fiscal Year 2011 operating budget to support additional community
conservation services.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby appropriate $2,995 in unanticipated revenue to the Office of Conservation
Fiscal Year 2011 operating budget.
