SUMMARY
In December 2010, the San Diego Association of Governments (SANDAG) released a Call for
Projects $1.15 million in grants available for the "Communities Putting Prevention to Work
(CPPW)" which is a program of the County of San Diego Health and Human Services Agency
((HHSA) funded by the federal Centers for Disease Control and Prevention through the
American Recovery and Reinvestment Act (ARRA). The City of Chula Vista applied for and
received three grants: Active Community Transportation (ACT), Healthy Community Planning,
and Safe Routes to School Capacity Building and Planning (SRTSCBAP). In order to begin
work on the ACT grant and the SRTSCBAP grant, the City must appropriate 550,000 for each of
the two grants that will be reimbursed.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity for compliance with
the California Enviromnental Quality Act (CEQA) and has determined that the proposed action
qualifies for a Class 6 categorical exemption pursuant to Section 15306 (Information Collection)

of the State CEQA Guidelines because the grant monies would be used to pay consultants to
conduct outreach, workshops, walking audits and a final report with the senior community and
the Chula Vista Sweetwater Union High School District's middle schools. Thus, no fuher
environmental review is necessary at this time. Once the actual project(s) are adequately defined
on the basis of the recommendations of the final report, and prior to the approval of any project
development, the appropriate environmental review and determination will be required.
RECOMMENDATION
Council adopt the resolutions.

DISCUSSION
Communities Putting Prevention to Work (CPPW) is a $372 million nationwide grant program to
combat obesity and tobacco use. The County of San Diego's Health and Human Services
Agency (HHSA) applied for this grant and was awarded $16.1 million under the obesity control
component of the program by the Centers for Disease Control through ARRA. The County of
San Diego HHSA partnered with SANDAL to implement the components of this program
related to regional planning, active transportation and safe routes to school, providing a total of
$3 million in grant funds. The grant programs are a component of the federal American
Recovery and Reinvestment Act (ARRA) effort to provide economic stimulus funds.
On December 23, 2010, the San Diego Association of Governments (SANDAL) announced a
"Call for Projects" to all eligible cities interested in applying for CPPW funds. The four grant
opportunities available through the CPPW funds were as follows:
• Healthy Community Planning
• Active Community Transportation
• Safe Routes to School Capacity Building and Planning
• Safe Routes to School Education, Encouragement and Enforcement
Staff identified three grants to apply for and on February 8, 2011 Council approved submittal of
the following three grants to SANDAL:
• Healthy Community Planning Grant - "Cilantro To Stores"
• Active Community Transportation Grant - "Seniors, Sidewalks and the Centennial"
• Safe Routes to School Capacity Building and Planning Grant - "STARTS".
Through the Healthy Community Planning Grant Program, the project is to develop and
implement the "Cilantro to Stores" program to incorporate fresh local produce in convenience
and liquor stores. Funding for this $75,000 grant is provided through the Conservation grant
funds and Redevelopment funds, so no further action is required at this time.
The Active Community Transportation grant program will implement the "Seniors, Sidewalk and
the Centennial" grant which will focus on the senior community first to understand their issues
and then to work towards a healthier solution that improves the livability of seniors in the

.community programs that will address their specific needs for accessibility and nutrition in order
to lead a healthier lifestyle (See Council Resolution 2011-017 -Attachment # 1).
The same evening, City Council also approved Resolution 2011-018 (Attachment # 2)
authorizing the filing of an application for the Safe Routes To School Capacity Building And
Planning grant program for the implementation of a middle school audit to determine appropriate
bicycling and pedestrian routes to local middle schools and the development of a "Suggested
Routes To Schools" map.
On March 25, 2011, the SANDAG Board of Directors approved a recommendation for all three
City of Chula Vista grant submittals. Notice of Award letters dated March 30, 2011 were
received for the "Seniors, Sidewalks and the Centennial" grant and the Students Taking Active
Routes to School (STARTS) Program grant (See Attachments 3 & 4, respectively). As a grant
requirement for the use of the federal funds, the local agency must enter into an agreement for
each of the grants. The grant agreements have already been executed by the City and returned to
SANDAG as per previous Council resolutions.
For the Active Community Transportation Grant, the identified project is the development and
implementation of "Seniors, Sidewalks and the Centennial," amulti-modal transportation audit
of seniors resulting in a series of prioritized pedestrian issues and infrastructure improvements
focused on senior's specific needs, which will allow Chula Vista to create a community centered
around active transportation for people of all abilities. The project budget is $60,000 of which
the federal funds will pay for up to $50,000 of eligible expenses. The other $10,000 is for
$2,500 in-kind contribution for the use of the Norman Park Senior Center facility and $7,500 in
City traffic engineering staff services. The $50,000 grant award offsets the $60,000 program
costs. Thus, the remaining $10,000 is a local in-kind contribution for City staff and the use of
the Norman Park Senior Center. Due to their unique knowledge and the ability to meet the
requirements of the grant, consultants Safe & Healthy Communities Consulring and Wnik San
Diego will collaborate with City staff on the grant, as per the grant application. SANDAG staff
has approved the grant team and each consultant will be paid less than $25,000.
For the Safe Routes to School, Capacity Building and Planning Grant Program the proposed
STARTS project is a middle school audit to determine appropriate bicycling and pedestrian
routes to local middle schools and the development of a "Suggested Routes to Schools" map
developed in partnership with local middle school students. The $50,000 grant award offsets the
$69,000 program costs. The remaining $19,000 is a local in-kind contribution for City traffic
engineering and resource conservation staff. There are no consultants on the STARTS grant.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by Chis action and has determined that it is not site
specific and consequently the 500 foot rule found in California Cade of Regulations section
18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
Initially, it was mentioned that there are no impacts to the General Fund for this action in the
current fiscal year since the grants have to be completed by February 1, 2012. Due to the federal
requirements for the ARRA funds showing and reporting that progress is being made on each of
the grants on a monthly basis, work must commence this fiscal year and as such, in-kind costs
will have an impact to the General Fund.

The "Seniors, Sidewalks and the Centennial" grant (TF-380) is a $60,000 total project cost.
Federal funds will provide reimbursement for up to $50,000 of eligible expenses primarily most
for the City staff and consultant services. In-kind contributions will be $7,500 for City staff out
of an existing budget and $2,500 for the use of Norman Park Senior Center.
The "Students Taking Active Routes To Schools (START) grant (TF-381) is a $69,000 total
project cost. Federal funds will provide reimbursement for up to $50,000 of eligible expenses.
In-kind contributions of $19,000 will be for City staff services.
ONGOING FISCAL IMPACT
No ongoing fiscal impact has been identified.

WHEREAS, the Communities Putting Prevention to Work (CPPW) is a project of the
County of San Diego Health and Human Services Agency (HHSA) funded by the Federal
Centers for Disease Control and Prevention through the American Recovery and Reinvestment
Act (ARRA); and
WHEREAS, the overazching goal of CPPW is to expand the use of evidence-based
strategies and programs to address obesity rates, physical inactivity, and poor nutrition in the San
Diego region; and
WHEREAS, HHSA has partnered with the San Diego Association of Governments
(SANDAG) to implement a number of initiatives that relate to transportation and land use
planning and policy in the San Diego region; and
WHEREAS, as part of the CPPW project, SANDAG will administer four pass-through
grant programs to cities, the County of San Diego, Tribal Governments, school districts, and
community organizations in the San Diego region to promote the integration of public health in
planning, safe routes to school, and active transportation; and
WHEREAS, the Healthy Community Planning Grant Program will provide grant funds to
incorporate public health into local planning efforts; and
WHEREAS, the Active Community Transportation Grant Program will provide grant
funds to promote pedestrian- and bicycle-friendly neighborhoods; and
WHEREAS, the Safe Routes to School Capacity Building and Planning Grant Program
will provide grant funds for comprehensive Safe Routes to School planning; and
WHEREAS, the Safe Routes to School Education, Encouragement, and Enforcement
Grant Program will grant funds for programs that encourage and educate students, parents,
school officials, and other community stakeholders on walking and bicycling to school safely;
and

WHEREAS, the City of Chula Vista wishes to receive up to $50,000 in grant funds for
the Active Community Transportation Grant Program, for the following project: implementation
of "Seniors, Sidewalks and the Centennial," amulti-modal transportation audit of seniors
resulting in a series of prioritized pedestrian issues and infrastructure improvements focused on senior's
specific needs, which will allow Chula Vista to create a community centered azound active transportation
for people of all abilities; and
WHEREAS, the City of Chula Vista understands that the CPPW Grant funding is fixed at
the programmed amount, and therefore project cost increases that exceed the grant awazded will
be the sole responsibility of the grantee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista
that staff is authorized to submit an application to SANDAG for the Active Community
Transportation Grant funding in the amount of up to $50,000 for implementation of "Seniors,
Sidewalks and the Centennial," amulti-modal transportation audit of seniors resulting in a series
of prioritized pedestrian issues and infrastructure improvements focused on senior's specific needs, which
will allow Chula Vista to create a community centered around active transportation for people of al]
abilities; and
BE IT FURTHER RESOLVED that, if a grant awazd is made by SANDAG to fund the
implementation of "Seniors, Sidewalks and the Centennial," amulti-modal transportation audit
of seniors resulting in a series of prioritized pedestrian issues and infrastructure improvements focused
on senior's specific needs, which will allow Chula Vista to create a community centered around active
transportation for people of all abilities; the City of Chula Vista commits to providing up to $50,000
of matching funds and/or in-kind contributions and authorizes City of Chula Vista staff to accept
the grant funds, execute the attached gant agreement with SANDAG with no exceptions.

WHEREAS, on February 8, 2011, the City Council & Redevelopment Agency approved

WHEREAS, the application submitted by the City of Chula Vista stated that the City will
partner with Safe & Healthy Communities Consulting and Wa1kSanDiego to complete the scope
of work on project TF-380 "Seniors, Sidewalks and the Centennial"; and
WHEREAS, on March 25, 2011, SANDAG's Board of Directors authorized

WHEREAS, the City of Chula Vista has been awarded up to $50,000 in American

income and minority senior communities; to promote physical activity and access to
neighborhood destinations; to build consensus in the community around transportation-related
public health needs in order to develop and adopt a final report that will identify procedures,
policies and recommendations for improving access and infrastructure needs focused on the
senior citizen community; and
WHEREAS, the City of Chula Vista understands that the CPPW Grant funding is fixed at
the programmed amount, and therefore project cost increases that exceed the grant awarded will
be the sole responsibility of the grantee; and
WHEREAS, due to the federal requirements for the ARRA funds showing and reporting
that progress is being made on the grants on a monthly basis, work must commence this fiscal
year and the grants have to be completed by February 1, 2012; and
WHEREAS, per Resolution 2011-017, the City has executed the SANDAG grant
agreement and must amend the FY 2010-11 Capital Improvement Program budget to create a
new project TF-380 "Seniors, Sidewalks and the Centennial" so that work can commence this
fiscal year.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby amend the FY 2010-11 Capital Improvement Program budget, establish and
create a new project TF-380 "Seniors, Sidewalks and the Centennial", appropriate $50,000 to the
CIP Project Expenditures category of the ARRA Fund from the Active Community
Transportation Grant Program, which appropriation will be reimbursed for eligible expenses by
the grant for a senior citizen audit to promote physical activity and mobility and access to
neighborhood destinations critical to senior health and wellbeing and to develop and adopt a final
report that will recommend improvements for access and infrastructure needs foc ed on the
senior citizen community. ~^

(ARRA) BUDGET, ESTABLISHING AND CREATING A NEW
CAPITAL IMPROVEMENT PROJECT TF-381 "CHULA VISTA
STARTS PROGRAM," AND APPROPRIATING $50,000 TO
THE AMERICAN RECOVERY AND REINVESTMENT ACT
(ARRA) FUND FROM THE SAFE ROUTES TO SCHOOLS
CAPACITY BUILDING AND PLANNING GRANT PROGRAM
WHEREAS, on February 8, 2011, the City Council & Redevelopment Agency approved
Resolution 2011-018 authorizing the filing of an application for the Safe Routes to School
Capacity Building and Planning Grant for the implementation of a middle school audit to
determine appropriate bicycling and pedestrian routes to local middle schools; and
WHEREAS, on March 25, 2011, SANDAG's Boazd of Directors authorized
Communities Putting Prevention to Work (CPPW) funds for the following project: "Students
Taking Active Routes to School (STARTS) Program"; and
WHEREAS, the City of Chula Vista has been awazded up to $50,000 in ARRA grant
funds for the Safe Routes to School Capacity Building and Planning Grant Program, for the
following project: a middle school audit to determine appropriate bicycling and pedestrian routes
to local middle school and develop a "Suggested Routes To Schools" map; and
