RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA AMENDING THE MASTER FEE SCHEDULE
The City Council of the City of Chula Vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Chula Vista that that certain amended Master Fee
Schedule attached hereto as Exhibit "A" and incorporated herein
by reference as if set forth in full, be, and the same is hereby
approved.

MASTER FEE SCHEDULE
NOTES:
1. In this schedule, t4~en either the phrase "a deposit to cover the C. ity's
3~Zll cost, including overhead," or "the fee shall he the City's full cost
including overhead" appears, it shall be understood that:
A. The department shall determine the appropriate deposit for each
application and shall attempt to limit that deposit to a reasonable
amount. If, at any t~me, it ap ears that the deposit amount will be
insufficient to cover accumulated City costs, the a plicant shall
deposit additional amounts as required by the Departmen~ Head.
B. If the City Determines that consultants are required to assist in the
processing of any permit, the City reserves the right to retain and
pay such consultants from fees collected from the applicant.
C. The City's full cost shall include any consultant fees paid by the
' City plus all City operational direct salary costs multiplied by the
appropriate departmental FCR multiplier. For the first year of the
tyro year phase-in, the multipliers are as follows; Engineering -
1.661, Planning- 1.6O2, Building and Housing- 1.402.

2.58.020 City Clerk Document Fees
A. Agenda and minutes of the meetings of the Council, Planning Commission and
' Redevelopment Agency may be mailed to applicants for an annual fee of

2.58.040 Engineering Department Document Fees
The City Engineer is authorized to furnish any person applying therefor any of
the following documents, papers, drawings or official records of the
Engineering Department upon payment of the fees herein established:
A. Bid documents: $5.75 per complete plan and specifications; plus $.90 per
plan sheet in excess of five sheets; provided, however, that any
contractor purchasing one set of plans shall be given up to two additional
copies without additional charge and for payment of two sets of plans and
specifications, the contractor may receive up to six copies of bid
documents; A handling and postage charge of $3.00 will be collected for
plan sets mailed at renLJest of the Contractor.
B. Aerial topo sheets: $9.00 per sheet, plus $1.00 per additional copy of
same sheet;
C. Various master street and sewer maps and miscellaneous drawings: $.65 per
square foot, with a minimum fee of $3.25;
D. Copy machine reproductions of engineering documents or correspondence:

2.58.050 Annexation - Planning Department Deposit Required
All property owners seeking to annex territory to the City shall, at the time
of filing a petition for annexation, deposit with the Planning Department a

3.?0.020 Sewer Service Charges
In adGition to other fees, assessments or charges provided by the City code or
other~/!ise, the owner or occupant of any parcel of real property which said
parcel is connected to the sewer system of the City and to a water system
maintained by the S~eetwater Authority or the Otay Municipal Water District
shall pay a se~er service charge as follows, applicable to the first ~.~hole
billing period subsequent to July 1, 1981:
A. Domestic: The domestic sewer service charge for each single family
d~.~elling unit serviced by a separate water meter shall be $5.40 per month;
B. Doriestic: A monthly sewer service charge for other parcels of real
property used for domestic purposes as herein defined, and serviced by a
water meter shall be at the rate of $0.43 per each one hundred cubic feet
of water usage by such parcel, but in no case less than $5.40 per month,
nor more than $5.40 per dwelling unit per month;
C. Commercial and industrial: A monthly sewer service charge for premises
used for other than domestic purposes shall be at the rate of $0.43 per
each one hundred cubic feet of water usage by such premises, hut in no
case shall be less than $5.~0 per month.
3.20.030 Server Service Variance Fees
C. The o~ner or occupant of any premises requesting a variance from the sewer
service charges pursuant to the provisions of this section and the rules

and regulations approved by resolution of the City Council shall pay a fee
in the sum of $8D.0~1 to cover the cost of investigation of said request;
provided, however, that no fee shall be charged for a request for total
exemption fret the sewer service charge. In addition, a special handling
charge to cover the cost of billing and inspections to he paid per
building may be established in the resolution granting the variance,

Arts and Crafts
5.02.190 Solicitors Identification Cards
The fee authorized in Section 5.02.190 of the Nunicipal Code shall be $7~Z~
$14.00.

5.15.010 Automobile for Hire - License Fee
The fee authorized in Section 5.15.010 nf the Municipal Code shall be $25 per
quarter for each autonobile for hire.

5.15.090 Automobile for Hire - Drivers - Licenses
The fee authorized in Section 5.15.090.C of the Municipal Code shall be $15.00.
5.20.040 Card Room License Fee
The fee authorized in Section 5.20.040 of the Municipal Code shall be $500.00,
no part of which is refundable.
5.20.070.A Card Room Manager Work Permits
The fee authorized in Section 5.20.070.A of the Municipal Code shall be $50.00.
The renewal fee for the cardroom manager work permit shall be $20.00.
5.20.070.B Card Room Employee Work Permit
The fee authorized to be charged for cardroom employees in Section 5.20.70.B
of the Municipal Code shall be $20.00.
The renewal fee for card room employee work permits as authorized in Section
5.20.070B shall be $10.00.
5.38.03D.A Pawnbroker License
The application fee for a pawnbroker license as authorized in Section
5.38.030A of the Nunicipal Code shall be $80.00.
5.38.120 Pawnshop Employee ID Card
The application fee for pawnshop employees as authorized in Section 5.38.120
of the Municipal Code shall be $20.00.
5.54.020 Taxicabs - Fee for Operating
The fee authorized in Section 5.54.020 of the Municipal Code shall be $100.00
per year for the operation of said business and an administrative fee of $3.00
per year for each vehicle to be operated in Chula Vista.
6.12.040 Animal Impoundment - Fee and Charges
The following fees and charges are hereby imposed for the impoundment and
redemption, board, adoption and relinquishment of animals pursuant to Chapter
6.12 of the Municipal Code.
A. For the picking up, transporting and impounding of any animal including a
dog, by the use of equipment, personnel and regular facilities maintained
by the City, the sum of $12.50 $I~ for the first offense and $20 for
each subsequent offense sh~charged, and in addition, the sum of $3
per day for keeping such animal.

B. For the sale of any dogs which are adopted as pets, the fee for such
adoption shall be $21) $21.50.
C. For the relinquishment of dogs or cats by their owners, there shall be no
charge provided the relinquishment is made at the animal shelter, if the
owners are residents of the City; however, non-residents may use the
services of the shelter by delivering the animal thereto and by paying a
fee of $5.00 for a dog and $2.00 for a cat. Residents nf the City who
wish to relinquish an animal at their place of residence may do so by
paying a fee of five dollars to have the animal picked up.
All of the above fees shall he lawful charges against the owner or owners, or
persons in charge of such animals, and the person or agency furnishing
services or board to animals shall be entitled to a lien upon the animals for
the payment thereof.
6.20.030 Dog License Transfer Fee
The license transfer fees authorized in Section 6.20.030.B, ~d C, and E of
the Municipal Code shall be ............................................. $2.00
6.20.040 Dog Licenses
The dog license fees authorized by Section 6.20.040 of the Municipal Code
shall be as follows:
A. For licenses expiring at the end of the current calendar year when issued
after July 1st ........................................................ $4.50
B. For licenses expiring at the end of the current calendar year when issued
prior to July 1st ..................................................... $9.00
C. For licenses expiring at the end of the following calendar year if issued
after july 1st ....................................................... $13.50
D. For licenses expiring at the end of the next calendar year if issued prior

Any dog license issued pursuant to this section shall he issued for one-hal f
the fees required hereinabove for any dog if the certificate or affidavit is
presented from a licensed veterinarian that said dog has been spayed or
neutered.
6.20.050 Penalty for Late Application or Payment
The penalty authorized to be collected for late payment in Section 6.20.050 of
the Municipal Code shall be ............................................... $1.50

6.20.060 Dog I.icense Replacement Fee
The dog license replacement fee authorized to be collected under Section
6.20.060.C of the Municipal Code shall be ................................ $1.00
10.60.020 Curb Loading Zone Permit Fee
Applicants for a curb loading zone permit shall pay a fee of $60 to cover the
cost of investigation ~/I/l~J~l/ll$~ll~ plus an initial
installation fee of $2.96 per lineal foot of curb to be painted and an annual

~f it is necessary to remove an existing parking meter, the sum of $30 shall
be charged to the applicant.
12.08.100 Street Overload/Transportation Permit
The street overload/transportation permit fees as authorized in Section
12.08.100 of the Municipal Code are as follows:
1. Single-move transportation permit ..................................... $5.00
2. Multiple load transportation permit for a period up to six months .... $25.0~
3. Duplicate copies of continuing transportation permit, each ............ $1.00
4. Emergency move permit fees shall be double the single-move fee.
12.12,100 Temporary Encroachment Permit Fees
A nonrefundable application of $10 shall accompany each application for a
temporary encroachment permit.
If materials are placed in the street by the applicant prior to issuance of a
temporary encroachment permit, the application fee shall be doubled. The
payment of such double fee shall not relieve any person from fully conforming
with the requirements of this chapter. Such double fee shall not be construed
as a penalty, but shall be construed as an added fee required to defray the
additional expense of investigation and enforcement by the City as a result of
failure to comply with the provisions of this chapter. In the event that
issuance of a temporary encroachment permit is refused, any previously
deposited materials shall be removed as provided in Section 12.12.110.
12.20,100 Construction Permits
An administrative fee of $46 shall be collected with each application for a
construct public improvements. ,dditional fees show. in ection
0 of the Master Fee Schedule shall be collected as appropriate.

12.20.240 Driveways; Excessive Width, Fee for Installation and Fee for Appeal
A. The fee to be collected under provisions of the Municipal Code Section
12.20.240.C shall be ~l~ $50.00.
B. The fee to be collected under provisions of the Municipal Code Section
12.20.240.D shall be $75.00.
12.24.060 Waiver of Public Improvements
The fee for an application for a waiver of public improvements as referred to
in Section 12.24.060 of the Municipal Code shall be $150.00.
12.24.070 Deferral of Public Improvements
The fee for a deferral of public improvements as referred to in Section
12.24.070 of the Municipal Code shall be $130.
12.28.050 Encroachment Permit, Application Fee
The application fee referred to in Section 12.28.050 of the Municipal Code
shall be ~1~ $53 for those permits approved by the City Engineer and $156
for those approved by the City Council.

Special investigation application fees are not refundable.
12.40.020 Street Vacation Fees and Refund Regulations
The fee authorized to be collected under Section 12.40.020 of the Municipal
Code shall be as follows:
A fee of )7~2~ $1,190.00 to cover the total process of street closings
or vacations or easements for public purposes, including investigation, costs
of services provided by the City in processing the application, and the
preparation of maps, plats or legal descriptions, shall be paid to the
Engineering Department at the time of filing of the application for said
closing or vacation. Fifty percent of this fee shall be refunded if the City
is notified in writing prior to the ordering of posting of notice and
advertising of the hearing before the City Council that the applicant wishes
to withdraw his application.
12.44.020 Street Name and Regulatory Sign Fees
The following fees are hereby established for street signs to be erected in
subdivisions and certain street openings as authorized in Section 12.44.020 of
the Municipal Code:
A. Street name signs, with pole, fee per sign ............................. $100
B. Street name signs without pole, fee per sign ............................ $80

13.16.020 Sewer Connection Charges
The sewer connection charges as authorized in Section 13.16,020 of the
Municipal Code are as follows:
A. An Administrative fee of ~2~ $21.15;
B. For construction of a four-inch diameter lateral in a street or alley
containing a single sewer main intended to serve abutting properties on
both sides, ~l~ $437.00 plus $1~1~ $43.70 per foot of
chargeable length in exce~en feet. Chargeab~ngth in this case
shall be one-half of the ultimate dedicated street or alley width in feet
except as noted in subsection D;
C. For construction of a four-inch diameter lateral in the street or alley
containing two sewer mains, each intended to serve abutting properties on
only one side, $~Yi~ $437.00 plus $l~Lg~ $43.70 per foot of
chargeable length in excessot feet. Chargeab~gth in this case
shall be the recorded distance from the serving sewer to the ultimate
street or alley right-of-way line except as noted in subsection D;
D. In those cases where the sewer lateral is to be installed at an angle of
more than fifteen degrees from perpendicular to the roadway centerline,
the chargeable length determined per subsections B and C shall be
increased by the actual extra length required because of such skew;
E. For six-inch diameter laterals, $3.00 per foot of chargeable lateral
length as determined per subsections B, C and D shall be charged in
addition to the fee for installation of a four-inch diameter lateral;
F. For the connection of laterals of any size to a trunk sewer ten inches or
more in diameter an additional amount of $36.00 for extra work required to
make such a connection shall be added to the charges listed in subsections
B, C and E.
G. For the placement of a tap in a sewer located in an easement, the fee
' shall he $95.00.
13.16.170 Sewer Connection Charges
The fee authorized to be charged hy Section 13.16.170.A of the Municipal Code
shall he as follows:
A. Minimum front footage charge: The payment of $16.00 per front foot of the
lot or parcel sought to be connected shall be required, but such front

foot charge shall not be imposed upon a person who constructed or paid for
the construction of the sewer line into which he seeks to connect; or
B. (Refer to Municipal Code. )
13.20,100 Cesspool or Septic Tank Discharge Fee
For a permit to discharge the contents of a cesspool or septic tank into a
City s~er, the fee shall be $~}~ $10.00.
13.20.110 Sewer disconnection Fee
For a permit to disconnect a building from a house sewer, the fee shall he

13.20.120 Additional Inspection Fee
The fees required by Chapter 13.20 of the Municipal Code shall include the fee
for one inspection of the work for which the permit was issued. For every
additional inspection of such work that may be necessary, whether specifically
asked for by the holder of the permit or not, a fee of ~2~ $10.00 shall
be charged.
13.20.130 Penalty for Co~e~ement of Work Without Permit
Any person ~o shall co~ence any sewer construction or any work in connection
with any sewer or cesspool or septic tank for which a permit is required
without first obtaining a permit therefor, shall, if subsequently allowed to
take out such permit, pay double the fee provided therefor.
13.56.050 Watercourse Permit
The fee for a Watercourse Permit as authorized in Section 13.56,050 of the
Municipal Code shall be the sa~ as that authorized for the Grading Permit
under Sections 15.04.290 and 15.04.295 of the Municipal Code.

15.04.295 Grading Permit Fee Schedule
The fees authorized to be collected under Chapter 15.04 of the Municipal code
and specifically under Sections 15.04.290 and 15.04.295 shall be a deposit to
cover the City's full cost includin~ overhead. t~//~TT~I Prior to
release of bonds the deposit shall be a Justed to cover the full cost to the
City including overhead for processing, plan check, inspection and any soils
or geologic reports by City consultants.

~A. On-site improvements within the public right-of-way, as well as

18.28.080 Recordation Fee
Upon tile filing of the final map with the City Council, the property owner or
subdivider shall deposit with the City Clerk a sum sufficient to cover the
cost of recording the map. Upon recordation of the final map, the property
owner or subdi vi der sh al 1 submit to the C i ty Engineer one

eight blue-line prints of the recorded final map.
18.28.090 Public Works Inspection - Additional Payments Required
In addition to other fees contained in the Master ~ee Schedule relative to
Public ~orks inspections, subdivider or contractor shall pay to the City,
prior to the acceptance of public improvements in any subdivision or street
right-of-way or easement for public purposes, the sum of 2.5 times the
inspector's hourly rate of pay (not i~ludi~g fringe benefits) per hour for
those Public Works inspections u~dertaken outside of regular working hours on
Saturdays, Sundays and legal holidays during the course of construction of any
public improvements.

Applications for any change in zone boundaries, classification or
reclassification of zones made by one or more owners or parties of interest in
the property within the area to be affected by the proposed action shall be
filed with the Director of Planning, accompanied by such data and information
which would insure a full presentation of the facts and circumstances to
justify the reasonableness of the proposed action. Said application shall be
in a form as approved by the Planning Commission and shall be affirmed by the
applicant. Each application shall be accompanied by a

19.60.020 Sign Permits
The fees for sign er~its as required in Section 19.60.020 of the Municipal
Code shall be as follows:

The Planned Signing Program application fee as authorized in Municipal Code

19.62.190 Garage Conversion
The fee for conversion of a garage for living purposes shall be $16.20.

1. In this schedule, when either the phrase "a deposit to cover the City's

including overhead" appears, it shall be understood that:
A. The department shall determine the appro riate deposit for each
