HomeMy WebLinkAboutReso 1982-11061 RESOLUTION NO. 11061 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING STREET TREE MAINTENANCE POLICY The City Council of the City of Chula Vista does hereby resolve as follows: NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that that certain Street Tree Maintenance Policy, attached hereto as Exhibit "A" and incorporated herein by reference as if set forth in full, be, and the same is hereby adopted. EXHIBIT A  CITY OF CHULA VISTA .~ COUNCIL POLICY SUBJECT POLICY EFFECTIVE NUMBER DATE PAGE STREET TREE MAINTENANCE l of 2 ADOPTED BY RESOLUTION NO, DATED PURPOSE The purpose of this street tree maintenance program is to provide uniform guide- lines for street tree trimming and care which will provide for an attractive appearance for all street trees, improve street tree health and ensure public safety. POLICY It shall be the policy of the City of Chula Vista to provide tree trimming services in the residential areas for all City trees which are planted between the sidewalk and curb. Tree maintenance for trees located between the sidewalk and the adjacent dwelling shall be the responsibility of the property owner. 1. Street Tree Trimming Priorities A. The following priorities shall constitute the basis for the order of all street tree trimming. 1, Public Safety 2. Street tree health 3. Street tree appearance B. The implementation of the street tree trimming program, based upon the priorities listed above, shall be as follows: 1. Hazards such as large, dead limbs shall be attended to immediately wherever they occur throughout the City. 2. Trees which interfere with the line of sight of motorists at intersections or which obscure traffic signals of safety signs shall be trimmed to remove the offending parts, 3. Certain trees which require regular trimming (e.g. Cocos Palms and Phoenix Palms) shall be trimmed on a regular basis in the interest of the public safety. 4. Requests for service from citizens shall be honored within a reason- able period of time and in accordance with the above listed priorities, 5. Lower branches and foliage shall be raised on neighborhood street trees to provide clearance for traffic and to ensure proper visibility for motorists. 7. Block trimming of secondary or neighborhood street trees shall be accomplished as available men and equipment permit. 8. Trees that are located between the sidewalk and the property line will not be trimmed by city forces unless they're in the category of items I or 2 above. C. It shall be the goal of the City of Chula Vista to provide a continuous maintenance program of tree trimming on at least the City's major streets. In this way tree hazards will be eliminated on these streets and tree removals should be decreased. II. Tree Spraying The City tree spraying objective is to maintain street trees in a healthy, pest free condition. The City shall respond promptly to each individual notice concerning heavy infestation of a street tree. III. Utility Company Line Clearing Practices The utility companies shall be informed of the City's tree trimming practices. They shall notify the Public Works Department prior to working in the City, and they shall be required to conform to these practices. The tree maintenance Supervisor shall maintain surveillance of these activities to ensure conformity.
