RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ORDERING THE BLATT REORGANIZATION INVOLVING
ANNEXATION TO THE CITY OF CHULA VISTA AND THE
DETACHMENT OF THE TERRITORY FROM THE MONTGOMERY
SANITATION DISTRICT, THE SAN DIEGO COUNTY FLOOD
CONTROL DISTRICT-ZONES 3 AND 4, COUNTY SERVICE AREA
NO. 62 AND THE MONTGOMERY FIRE PROTECTION DISTRICT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, pursuant to the District Reorganization Act of
1965, commencing with Section 56000 of the Government Code, the
City of Chula Vista has received a petition from Mr. Jose Blatt
proposing a reorganization consisting of approximately 17.62 acres
and the City of Chula Vista has initiated the reoganization of
certain territory designated as the Blatt Reorganization
consisting of the following changes of organization:
1. Annexation of territory to the City of Chula Vista as
shown on Exhibit A and more particularly described on
Exhibit B.
2. Detachment of territory described in Exhibit B from
the Montgomery Sanitation District, the San Diego
County Flood COntrol District-Zones 3 and 4, County
Service Area NO. 62 and the Montgomery Fire
Protection District.
WHEREAS, the City has approved the boundaries of said
Blatt Reorganization as shown in said exhibits, and the LOcal
Agency Formation Commission after conducting a public hearing on
August 2, 1982, adopted a resolution approving annexation tO the
City of Chula Vista and authorized the City of Chula Vista to
initiate said reorganization proceedings in compliance with the
terms and conditions of the LAFCO resolution, and
WHEREAS, the City Council has conducted a public hearing
on the 19th day of October, 1982 in accordance with Resolution No.
11018 to receive protests against said reorganization, and
WHEREAS, sufficient protests have not been presented to
deny the reorganization.

NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista hereby finds and determines and orders as
provided in Government Code Section 56430 et seq. as follows:
1. The territory proposed for reorganization (herein-
after referred to as the Territory) is as described
in Exhibit B attached hereto.
2. The description of the boundaries of the Territory
conforms to lines of assessment and ownership.
3. The Council does hereby approve the proposed
reorganization consisting of annexation of territory
described in Exhibit B to the City of Chula Vista and
detachment of territory described in Exhibit B from
the Montgomery Sanitation District, the San Diego
County Flood Control District-Zones 3 and 4, County
Service Area No. 62 and the Montgomery Fire
Protection District.
4. Pursuant to Government Code Section 56340 et seq. and
the resolution of LAFCO, the City of Chula Vista does
hereby order said reorganization.
5. The City Clerk of the City of Chula Vista be, and she
is hereby authorized and directed to transmit a
certified copy of this resolution in accordance with
Section 56450 et seq. of the Government Code.
6o The City Council hereby certified that it has
reviewed IS-81-21 and the findings therein, and
determined that the proposed reorganization will not
have a significant impact upon the environment and
the City Council hereby certifies that the Negative
Declaration was prepared in accordance with the
California Environmental Quality Act of 1970, as
amended.

LEGAL DESCRIPTION
All those portions of Fractional Sections 15 and 16, Township 18
South, Range 2 West, San Bernardino Base and Meridian according to
U. S. Government survey, together with that portion of Quarter Section
167 of Rancho De La Nacion, in the County of San Diego, State of
California, according to map thereof No.'166 filed in the office of
the County Recorder of San Diego. County, described as follows:
Beginning at the intersection of the easterly line of Industrial
Boulevard, 80 feet wide as shown on Road Survey 27 on file in the
County Engineer's Office of said County with the southerly line
of the northerly 40 feet of said Quarter Section 167 being also
the southerly line of Oxford Street, 80 feet wide (formerly
Seventh Street as shown on Map No. 505 filed in the Recorder's
office of said County);
1. Thence easterly along said southerly line 1132.37 feet to
the westerly line of the easterly 810 feet of said Quarter
Section 167;
2. Thence southerly along said westerly line 946.91 feet to the
southerly line of Palomar Street being the southerly line
of the northerly 30 feet of said Fractional Section 15;
