RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA WAIVING BIDS FOR RENOVATION OF LANDSCAPING AND IRRIGATION SYSTEMS AT OLD COURT FACILITY AND APPROPRIATING FUNDS THEREFOR The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, Section 1009 of the Chula Vista City Charter requires that public works contracts in excess of $8,000 shall be done by written contract and that said contract shall be let to the lowest responsible bidder after notice by publication except in those circumstances where the City Council finds based upon estimates approved and the recommendation of the City Manager that such projects may be excepted from said requirements because the work in question may be performed better and more economically by the City with its own employees, and WHEREAS, it is essential that the landscaping and irrigation system be completed as soon as possible in order to have the old Court facility available for occupancy shortly after the November elections, and WHEREAS, it is estimated that the work if put out to bid to be completed by private contractor would cost $15,650 and could not be accomplished for a considerable period of time, and WHEREAS, the work can be accomplished in a timely manner utilizing City employees at a cost estimate of $9,500, and WHEREAS, the City Manager now recommends that the City Council authorize such work to be acc~nplished by City forces in accordance with the provisions of Section 1009 of the Charter. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that based upon the recommendation of the city Manager, the City Council finds that the landscaping and irrigation systems for the courthouse facility and a timing device which would automate the entire irrigation system for the entire City Hall complex be excepted from the requirements of Section 1009 of the Charter because the work in question may be performed better and more economically by the City with its own forces. BE IT FURTHER RESOLVED that the sum of $9,500 be, and the same is hereby appropriated from the unappropriated balance of the Residential Construction Tax Fund to be repaid from revenues generated by the leasing of the old Court building beginning some time in November of 1982. BE IT FURTHER RESOLVED that this resolution shall become effective upon the approval of four-fifths of the Council.
