RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AFFIRMING WORKERS' RIGHTS
WHEREAS, the City of Chula Vista values our public servants who provide healthcaze,
fight fires, protect our communities, teach our children, provide library services, keep our roads
and infrastructure safe, provide pazk and recreation programs, and care for our elderly and
disabled; and
WHEREAS, the economic crisis we face was caused not by workers, but is the result of a
global recession; and
WHEREAS, workers have suffered in this recession and California has had an
unemployment rate up to 12.5 percent, the highest since the Great Depression; and
WHEREAS, attacking workers' rights does not help rebuild the economy or fix a budget
deficit; and
WHEREAS, public employees in the State of California have the right to bargain
collectively to ensure that workers have a voice regarding work conditions and expectations and
can work with their employers to improve their lives and provide for their families; and
WHEREAS, collective bargaining has a long tradition of bringing labor and management
together to resolve problems peacefully and avert labor disputes; and
WHEREAS, the collective bazgaining process requires an exchange of ideas and
information in an effort to reach agreement and, in the course of this process, public servants
have been willing to sacrifice for the public good; and
WHEREAS, all workers benefit from the hard-fought gains of a fair labor movement,
including the eight hour day, time off from work to rest, the lunch break, child labor laws and
health and safety protection; and
WHEREAS, labor unions and collective bargaining helped build the middle class in this
country and continue to lead in the fight to keep and create good jobs; and
WHEREAS, maintaining and creating good jobs is important to the nation's economic
health and individual well-being; and
WHEREAS, the right to organize is essential to a democracy giving public and private
sector workers the right to join a union and bargain collectively; and
WHEREAS, we believe in the City of Chula Vista employees and are grateful for their
public service.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista hereby:
1. Acknowledges the valuable work done by both public and private sector
workers in California and the hard times that all workers face in this economy,
2. Reaffirms the legitimacy of every worker's right to sit down with their
employer in an atmosphere of mutual respect,
3. Declares that workers must have a basic right to organize and bargain
collectively in order to revive our economy and rebuild our middle class,
4. Calls upon all California state legislators to respect public employees'
collective bargaining rights,
5. Directs the City Clerk to send a copy of this resolution to California Governor
Jerry Brown, and all state legislators representing the City of Chula Vista.
