SUMMARY
The City Council previously approved Capital Improvement Projects GG186 Fuel Storage Tanks
and GG187 Replacement of Undergound Fuel Storage Tanks during the CIP budget process in
FY2004. More recently, GG209 Energy Efficiency Bio-Diesel was approved by Resolution No.
2009-256 to address the City's Fuel Tank replacement. Upon completion of the Bio-diesel and
Unleaded Fuel Tank project at the Public Works Yard, the two existing temporary above ground
storage tanks became available for relocation. Staff has reviewed potential sites and found that the
best location for these tanks is a site at the Fire Training Facility (Fire Station 4).
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed project for compliance with
the California Envirorunental Quality Act (CEQA) and has determined that the project qualifies
for a Class 1 categorical exemption pursuant to Section 15301, Existing Facilities, of the State
CEQA Guidelines because the proposal consists of relocating existing fuel storage tanks to a new
appropriate location. Thus, no ftirther environmental review is necessary.
RECOMIVIENDATION
Council adopt the resohition.

DISCUSSION
The proposed relocation of the existing spare tanks will give Fire crews the ability to fuel at Fire
Station 4 as well as fueling at the Public Works Center and Fire Stations 2 & 7. Fire crews visit
the facility at Fire Station 4 as a part of their required training routine, therefore, an efficiency
measure would be to have the crews fill their trucks while at the facility. This location would
also add available bio-diesel fuel to our emergency response system in case of a catastrophic
event. With the Fuel Island project (GG187) at the Public Works Yard complete, the existing
above ground bio-diesel tanks need to be relocated or be disposed of The remaining project
savings in GG187 would allow for the relocation and set up of a third location on the east side of
the City for fuel service.
Per Section 1009 of the City Charter, Public Works/Engineering staff prepared the informal bid
contract documents, specifications, and provided the Relocation of Bio-Diesel Tanks Project
(GG187) on March 10, 2011 to three qualified bidders. Bids were received by staff on April 4,
2011, for the project as follows:

Western Pum Inc. $72,500.00
Staff reviewed the low bid and determined the bid package is complete, with no errors or
omissions. Therefore, staff recommends awarding a contract in the amount of $36,890 to MJC
Construction, Inc.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property holdings
within 500 feet of the boundaries of the property that is the subject of this action.
CURRENT YEAR FISCAL IMPACT
Funds will be provided for by existing Capital Improvement Project GG187, General Fund. A
breakdown of the costs are as follows:

C. Monitoring System & Electrical (specialty contractor) 9,279.00

ONGOING FISCAL IMPACT
After completion of the project, there will be routine maintenance required.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby accept bids and award a contract to MJC Construction,Inc. in the amount of
$36,890 for the Relocation of Above Ground Bio-Diesel Tanks in the City of Chula Vista, CA
(CIP No. GG187) and authorize the Director of Public Works to expend all av able project
