SUMMARY
The Public Safety Sub-Committee, consisting of Councilmembers Steve Castaneda and
Patricia Aguilar, discussed the impact of the City's budget on Chula Vista Police
Department staffing levels. As a result of those discussions, the Public Safety Sub-

Committee prepazed three recommendations (as stated in the attached April 13, 2011
memo). The Public Safety Sub-Committee presented the recommendations to City
Council on April 19, 2011. At the April 19, 2011 City Council meeting, Council voted
to approve the recommendations for formal Council action.
ENVIRONMENTAL REVIEW
The subjects of the proposed resolution are not "projects" within the meaning of CEQA
(Pub. Resources Code §21000, et. seq.) as set forth in the State CEQA Guidelines section
15060(c)(3).
RECOMMENDATION
That City Council take action as it deems appropriate.
BOARDS/COMMISSION RECOMMENDATION
Not applicable.
DISCUSSION
On April 6, 2011 the Public Safety Sub-Committee, consisting of Councilmembers Steve
Castaneda and Patricia Aguilar, discussed the impact of the City's budget on Chula Vista
Police Department staffing levels. As a result of those discussions, the Public Safety
Sub-Committee prepared three recommendations, consisting of the following:
A. That the City Manager and Police Chief return to the City Council at the first
meeting after May 9, 2011 and report on the number of additional officers they
City may lose.
B. That the City Council recommend to the City Manager that the pending
layoffs in the CVPD after May 9, 2011 be stayed, subject to Council budget
workshops and meetings scheduled to occur between that date and the end of June
2011.
C. That during development of the FY 2011/2012 budget, consideration be given
to retention of police officers subject to layoff after May 9, 2011.
Councilmembers Castaneda and Aguilar presented those recommendations to City
Council on April 19, 2011. At the April 19, 2011 City Council meeting, City Council
voted to approve the recommendations for formal Council action.
DECISION MAKER CONFLICT
The proposed action is not site specific, and, as a result, no conflicts have been identified.
CURRENT YEAR FISCAL IMPACT
Based on the current Police staffing, it is estimated that five police officers may be laid
off in May. Keeping these positions through the end of the fiscal year (June 30`h) would
result in a net impact of approximately $48,040 to the General Fund in the current fiscal

year. If these positions were to be permanently reinstated, the impact to fiscal year 2011-
12 is approximately $609,120.
ONGOING FISCAL IMPACT
The ongoing fiscal impact is yet to be determined and will be determined during the
upcoming budget process.

At the April 6, 2011 Public Safety Subcommittee meeting, the members of the
subcommittee discussed the impact of the City's budget and an offer of an enhanced
retirement option with a May 9, 2011 deadline to apply, on the staffing levels at the
Chula Vista Police Department.
Considering the above mentioned impacts, the subcommittee members offer these
recommendations to Council for consideration:
1.) That the City Manager and Police Chief return to the City Council at the first meeting
after May 9, 2011 and report on the number of additional police-officers the City may
lose.
2.) That the City Council recommend to the City Manager that the pending layoffs in the
CVPD after May 9, 2011 be stayed, subject to Council budget workshops and meetings
scheduled to occur between that date and the end of June 2011.
3.) That during development of the FY2011/2012 budget, consideration be given to
retention of police officers subject to layoff after May 9, 2011.
