RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING PARTICIPATION IN PHASE ONE OF THE REGIONAL INFORMATION AND REFERRAL SYSTEM OF SAN DIEGO COUNTY The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Chula Vista Senior Service Center has been invited by United Way of San Diego to participate in Phase I of the planning process to develop a regional system for Information and Referral Services in the San Diego area, and WHEREAS, Phase I consists of the attached Statement of Intent to participate in a regional I & R system as attached hereto and incorporated herein by reference as if set forth in full, and WHEREAS, the City Manager has reccmn~nded that the Chula Vista Senior Service Center participate in said Phase I of the program and the Mayor execute the Statement of Intent. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that the Chula Vista Senior Service Center be and the same is hereby authorized to participate in Phase I of the Regional Information and Referral System of San Diego County and that the Mayor be, and he is hereby authorized to execute said Statement of Intent. The 7 System is also intended to economize on resources necessary to support 8 the provision of I&R in the region and to adapt the provision of I&R 9 'to make best use of current communication and information processing technology. Finally, the I&R System is intended to provide a useful 11 base of information to service providers and policy organizations 12 (funding, 2allocating, regulating, and/or planning bodies) that will: 13 $ indicate needs/changes in needs; 14 e document availability of human care services to respond to needs; 15 8 identify quality and efficiency (Feal cost effectiveness of 16 available I&R services); 17 $ profile the types of people who use I&R (and subsequent human 18 care services) by variables such as age, gender, area of 19 residence, etc. '20 DEFINITIONS: A number of specific terms are used in this Statement 21 of Intent. For ease in understanding, standard definitions for many 22 of these terms are provided in Appendix A - Definitions. 23 AGREEMENT: Entrance into this Statement of Intent by the identified 24 organizations and as c~rtified by the signatures of their representa- 25 tires on the attached cover page indicates willingness to participate 26 in the Regional Information and Referral System, Phase One (as iden- tified in the "Plan for Regional Information and Referral System", 28 May, 1982 - Appendix B.) 29 Agreement to participate means that for the period of March 15, 1983, 30 to September 30, 1983, the signees will use and provide their re-. ....... 1 sources (i.e., ~ and,/~Tr in-kind good/servic~), participate in 2 standard processes and procedures, adhere to stated requirements of operation, communicate !with one another and in general function as 4 parts of a system. 5 Specifically, PARTICIPATING POLICY ORGANIZATIONS: 6 1. The United Way of San Diego County wll! within the limits 7 of its current annual operating budget: 8 A. Continue to provide financial support ($96,000 budgeted 9 for' 7/82 - 6/83) in administering and operating the 10 Resource (Service) Inventory System. 11 B. Make~available to Participating Providers in the Regional 12 I&R System Phase One, at no cost to them, computer pro- 13 duced ~irectories and updates of useful human services 14 information for I&R use, as detailed in AFpendix C - 15 "Resource Inventory". 16 C. Receive and process (enter/validate) within the compu- 17 terized Resource Inventory System all update/change infor- 18 mation submitted by Participating Proriders on existing listings. ~ z0 D~ Design, test, and pilot implementation, in conjunction 21 with Participating Proriders, Client Characteristic and 22 Service Utilization Information Systems for the Regional 23 I&R System. 24 E. Work to ensure that Resource Inventory, the Client Charac- 25 teristic and SerVice Utilization Information Systems are 26 so designed as to generate compatible data among one 27 another and with the Social Indicator and Population 28 Demographic Systems of the County of San Diego. 29 F. Commit the participation of United Way's GuideLine Infor- 30 motion and Referral Program as a Provider Participant. 31 G. Assist Participating Proriders in development of a train- 32 ing Plan for the Regional I&R System in order to implement 33 the Standards and Training Program (Appendix F). 34 H. Continue providing planning staff support to development ..35 of the Regional I&R System. 3 I. Assist in'development and explore utilization of I&R 2 Service Review Process identified_in Appendix G ("Moni- toring/Review-Process") for the I&R programs receiving 4 United Way allocations. 5 2. The County of San Diego County will within the limits of its 6 current operating budget: 7 A. Continue to state its intent to provide financial support 8 ($40,722 budget for 7/82 - 6/83) for the cost of main- 9 tain~ng and operating the Resource (Service) Inventory 10 System as agreed to in separate contractual agreements 11 with the United Way of San Diego County. 12 B. Work withlUnited Way and Participating Providers to design, 13 test, andspilot implementation of Client Characteristic 14 and Service Utilization Information Systems for a Regional 15 I&R System. 16 C. Work to ensure that the Resource Inventor~, Client Charac- 17 teristic and Service Utilization Information Systems are 18 so designed as to generate compatible data among one another and with Social Indicators and PopUlation Demo- 20 graphic SyStems of the County. 21 D. Commit the participation of the County's Area Agency on 22 Aging as a Provider Participant. 23 E. Assist Participating Providers in development of a Train~ 24 ing Plan for the Regional I&R System in order to implement 25 the Standards and Training Program (Appendix F). 26 F. Continue providing planning staff support to development 27 of the Regional I&R System. 28 G. Work to obtain additional funding resources for develop- 29 ment of information systems and other components of the 30 Regional I&R System. 31 H. Assist in'development and explore utilization of I&R Ser- 32 vice Monitoring Process identified in Appendix G ("Moni- 33 toring/Review Process") for I&R programs receiving County 34 funding. ~ 3. Work toward adherance to Standards for provision, documentation 1~ and review of I&R services they provide as specified in the Appendix D - "STANDARDS". 20 B. Utilize the resource (service) directory service of United Way 21 as the primary data base for responding to I&R inquiries, and 22 report changes to the directory service provider as specified 23 in Appendix C - "Resource (Service) Inventory". 24 C. Collect and report in a standard way information about the 25 characteristics of each individual (client) serviced and about 26 the disposition of each I&R inquiry, as specified in Appendix 27 E - "Client Characteristic and Service Utilization Information 28 System". 29 D. Participate in the development of a regular orientation and 30 training program for ongoing education of volunteers and 31 staff engaged ~n providing I&R services as specified in Appen- 32 dix F - "Training Standards". This may include participation 33 in some pilot training sessions scheduled during the period of 34 March 15 through September 30, 1983. E.
