HomeMy WebLinkAboutReso 1983-11185 RESOLUTION NO.11185 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA URGING THE U. S. CONGRESS AND THE PRESIDENT TO FULLY FUND THE COMMITMENT MADE UNDER THE FEDERAL PUBLIC TRANSPORTATION ACT OF 1982 The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City of Chula Vista is not only an indirect recipient of funds provided under the Federal Public Transportation Act of 1982, but derives very essential services from the operations of the San Diego Transit system providing service to all of the citi- zens of this community, and WHEREAS, the City of Chula Vista recognizes that the San Diego Transit Corporation has made great strides in reducing its operating costs, and WHEREAS, San Diego Transit Corporation has already needed to curtail productive services and increase fares because of reduc- tions in Federal Operating Funds, and WHEREAS, Proposition 13 eliminated local operating support and made it virtually impossible to generate new local funding, and WHEREAS, the Congress of the United States has passed and the President has signed legislation supporting a specific commit- ment to transit equal to 80% of the FY 82 Federal Operating Funds, and WHEREAS, the Administration has proposed in its FY 84 budget to cut back dramatically on the commitment agreed to only one month ago by: 1. Deferring the expenditure of $229 million on capital projects from gas tax monies in FY 83; 2. Cutting capital discretionary and block grant fund- ing by 20 percent in 1984; 3. Cutting the level of Federal Operating Assistance for 1984 by more than two-thirds and by eliminating it altogether the following year; and -1- WHEREAS, the City recognizes the impossibility of plan- ning, budgeting or, most importantly, of providin~ meaningful service to the public when funding levels are not known until half way through the fiscal year. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Chula Vista urgently calls upon the U. S. Congress and the President to fully fund the commitment made in the Federal Public Transportation Act of 1982, thereby maintaining operating assistance as a key part of Federal assistance and continuing capital discre- tionary and block grant funding at the levels authorized by Congress, and so necessary to meet the needs of the public.
