HomeMy WebLinkAboutReso 2011-053RESOLUTION N0.2011-053 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE FINAL DESIGN FOR THE THIRD AVENUE STREETSCAPE WHEREAS, the Urban Core Specific Plan (UCSP) was approved by Council in 2007 and required the preparation of a Streetscape Master Plan for Third Avenue, named the "Third Avenue Streetscape Master Plan (TASMP); and WHEREAS, the TASMP has been prepazed by City Staff, and City Staff has held numerous public outreach workshops with various stakeholder groups to solicit input and these workshops were necessary to prepare the TASMP; and WHEREAS, stakeholder groups included business owners; the public; various Commissions and Boazds; the Third Avenue Village Association (TAVA) and Design Committee; and WHEREAS, city staff determined that a final workshop was needed to engage the public and close the circle on the public outreach effort. This final workshop is an important final component of the revitalization effort for Third Avenue; and WHEREAS, city staff indicated that as a result of the final workshop and input and recommendations from the public, the consultant changes and enhancements to the TASMP could occur; and WHEREAS, the final workshop was a week long effort and was facilitated by an outside consultant, who specializes in Charrette's and working with public agencies; and WHEREAS, a total of three evening workshops were held, two workshops were held on Third Avenue at "Just Java," on March 7, 2011 and March 9, 2011, and a final workshop was held on March 11, 2011, in Council Chambers; and WHEREAS, a published notice in the local newspaper, and through mail outs accomplished advertising of the evening workshops to the public; and WHEREAS, the radius area and subject groups were property owners, business owners and tenants between E Street and H Street, and between 2nd Avenue and 4th Avenue; and WHEREAS, a total of over 2,000 residents were noticed through this mail out and combined participation at all workshop efforts totaled approximately 170 participants; and WHEREAS, city staff believes the final workshop effort was successful. The workshops provided a closing opportunity for residents and community leaders to provide input and voice their ideas and recommend enhancements to the TASMP; and Resolution No. 2011-053 Page 2 WHEREAS, the Director of Development Services has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA), and has determined that the proposed project was adequately covered in a previously adopted Environmental Impact Report. Pursuant to the CEQA on April 26, 2007, the City, acting as Lead Agency, certified "FEIR-06-O1 for the UCSP. On January 25, 2011, the City, acting as Lead Agency, having found and determined that certain amendments to the UCSP, including the subject Streetscape Master Plan, would not result in significant unmitigated impacts and that only minor technical changes or additions to FEIR-06-O1 were necessary and that none of the conditions described in Section 15162 of the State CEQA Guidelines calling for the prepazation of subsequent document had occurred adopted an Addendum to FEIR-06-O1; therefore, approval of the subject Third Avenue Streetscape design requires no further CEQA actions or determinations. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista hereby approves the final design for the Third Avenue Streetscape, a copy of which shall be kept on file in the office of the City Clerk.
