RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA AFFIRMING WORKERS RIGHTS
WHEREAS, the City ofChula Vista values our public servants who provide healthcare,
tight 'fires, protect our communities, teach our children, provide library services, keep our roads
and infrastructure safe, provide park and recreation programs, and care for our elderly and
disabled; and
WHEREAS, the economic crisis we face was not caused by workers but is the result of a
global recession; and
WHEREAS, workers have suffered in this recession and California has had an
unemployment rate up to 12.5 percent, the highest it has been since the Great Depression; and
WHEREAS, attacking workers rights will not help us rebuild our economy or fix our budget
deficit; and
WHEREAS, public employees in the State of California have the right to bargain
collectively to ensure that workers have a voice on the job and can work together to try to
improve their lives and provide for their families; and
WHEREAS, collective bargaining has a long tradition of bring labor and management
together to resolve problems peacefully and avert labor disputes; and
WHEREAS, collcctive bargaining is a process that requires an exchange of ideas and
information in an effort to reach agreement and, in the course of this process, public servants
have shown a willingness to sacrifice for the publ ic good; and
WHEREAS, all workers have benefited from the hard-fought gains of the labor
movement, including the eight hour day, the weekend to rest, the lunch break, child labor laws
and health and safety protection; and
WHEREAS, labor unions helped build the middle class in this country and continue to
lead in the tight to keep and create good jobs; and
WHEREAS, the right to organize is essential to a democracy and no democratic nation
denies public or private sector workers the right to join a union and bargain collectively.
WHEREAS, legislation is pending in several states to strip workers of the right to
organize; and
WHEREAS, Wisconsin Governor Scott Walker is attacking the rights of public workers
and teachers to engage in collective bargaining, while proposals in Indiana, Ohio, Florida,
Michigan, New Hampshire, Tennessee, Alabama and other states seek to take away the rights of

workers and weaken unions by banning union shops; and
WHEREAS, these attacks are nothing more than an attack on the American middle class.
NOW THEREFORE, BE IT RESOLVED that the City Council ofthe City of Chula
Vista does hereby:
1. Acknowledges the valuable work done by both public and private sector
workers in California and the hard times that all workers are facing in this
economy
2. Reaffirms the legitimacy of every workers right to sit down with their
employer in an atmosphere of mutual respect.
3. Declares that workers in all states must have a basic right to organize and
bargain collectively in order to revive our economy and rebuild our middle class.
4. Calls upon all state legislators to respect public employees' collective
bargaining rights.
5. Directs the City Clerk to send a copy of this resolution to Wisconsin Governor
Scott Walker, California Governor Jerry Brown, and all state legislators
representing the City of Chula Vista.

At the April 6, 2011 Public Safety Subcommittee meeting, the members of the
subcommittee discussed the impact of the City's budget and an offer of an enhanced
retirement option with a May 9, 2011 deadline to apply, on the staffing levels at the
Chula Vista Police Department.
Considering the above mentioned impacts, the subcommittee members offer these
recommendations to Council for consideration:
1.) That the City Manager and Police Chief return to the City Council at the first meeting
after May 9,2011 and report on the number of additional police officers the City may
lose.
2.) That the City Council recommend to the City Manager that the pending layoffs in the
CVPD after May 9, 2011 be stayed, subject to Council budget workshops and meetings
scheduled to occur between that date and the end of June 2011.
3.) That during development of the FY2011/2012 budget, consideration be given to
retention of police officers subject to layoff after May 9, 2011.
