RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING TENTATIVE SUBDIVISION MAP FOR
SWEETWATER BLUFFS, AND CERTIFYING THE NEGATIVE
DECLARATION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Commission of the City of Chula
Vista has heretofore approved that certain tentative map of a
subdivision to be known as Sweetwater Bluffs and has recommended
that the City Council approve said tentative map subject to the
conditions as recommended in their Resolution No. PCS-77-7,
adopted on the 13th day of July, 1977, a copy of which is attached
hereto and by this reference made a part hereof, the same as though
fully set forth herein, and
WHEREAS, a notice of the proposed negative .declaration on
the tentative subdivision map of Sweetwater Bluffs was given in
accordance with the Environmental Review Policy, and
WHEREAS, the Environmental Review Committee found that
said tentative subdivision map would have no possible significant
impact on the environment and forwarded the attached Negative
Declaration, IS-77-44, to the City Council of the City of Chula
Vista for their consideration, and
WHEREAS, said Pegative Declaration has been available to
agencies having jurisdiction by law, all responsible agencies, and
to the public for an adequate period of time for their review and
comment, and
WHEREAS, the information contained in said negative declar-
ation has been considered by the City Council of the City of Chula
Vista prior to its action on the discretionary item before the City
Council.
NOW, THEREFORE, the City Council of the City of Chula Vista
finds as Follows:
1. That the City Council of the City of Chula Vista adopts
as its record of this finding of no possible significant impact the
Council agenda statement on this agenda item and all of the attach-
ments thereto.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached Negative Declaration that said tentative
subdivision map will not have any possible significant impact on
the environment, and the attached Negative Declaration, incorporated
herein by reference as if set forth fully, has been prepared in
accordance with the California Environmental Quality Act of 1970,
as amended.
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said Negative Declaration with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination on this project.
N NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby approve the ten-
tative subdivision map for Sweetwater Bluffs in accordance with
the recommendations of the Planning Commission of the City of Chula
Vista as contained in their Resolution No. PCS-77-7, attached hereto.

RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING
TO THE CITY COUNCIL THE APPROVAL OF A TENTATIVE SUBDIVISION
MAP KNOWN AS SWEETWATER BLUFFS
WHEREAS, Dick-Con, a corporation, submitted a tentative subdivision map
to subdivide 8.03 acres of property into 36 lots to be known as Sweetwater
Bluffs, and
WHEREAS, Section 66473.5 of the Government Code provides that approval of a
subdivision map shall be based upon findings of consistency between the subdivision
map and the adopted General Plan of the local jurisdiction, and
WHEREAS, the Planning Commission set the time and place fora public hearing
to consider said tentative map, and notice of said hearing, with its purpose, was
given by the publication in a newspaper of general circulation in the City at
least 10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m.
,7uly 13, 1977 in the Council Chamber, City Hall, before the Planning Commission
and said hearing was thereafter closed, and
WHEREAS, the Planning Commission found that in accordance with the Negative
Declaration on IS-77-44 and the findings stated therein, this project will have no
significant adverse environmental impact and certified the Negative Declaration.
NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented Lo the Planning Commission, the Commission finds
that the subdivision map known as Sweetwater B-l uffs is consistent with the goals
and objectives of the General Plan for the City of Chula Vista as follows:
a. Land Use Element - consistent. The proposed project density of 4.5
dwelling units per gross acre is consistent with the Medium Density Residential
(4-12 dwelling units per gross acre) General Plan designation overlaying this site.
b. Circulation Element - consistent. The use of cul-de-sacs for property
access will eliminate through traffic from the neighborhood and promote a desirable
residential atmosphere.
c. Housing Element - consistent. The project should provide decent
housing in a well planned residential neighborhood.
d. Conservation, Open Space, and Parks and Recreation Elements - consis-
tent. The site is generally level and the project will require a minimum disrup-
tion of land form. The Conservation Element Diagram does not note any natural
resources on the site. The developer will be assessed fees in lieu of park land
dedication.
e. Seismic Safety and Safety Elements - consistent. The subdivider is
submitting a geologic report in conformance with the requirements of the Seismic
Safety Element. Extension of public improvements, right of way widths and turn-
arounds meet or exceed Safety Element standards.
f. Noise Element - consistent. The site is subject to substantial
traffic noise impact from I-805 freeway. In this regard the Noise Element
recognized the need to continue to utilize the City's environmental review process
to evaluate and ameliorate noise impact.
g. Scenic Highways Element - consistent. The site does not abut a
"Scenic Route" or "Gateway."
h. Bicycle Routes Element - consistent. The project does not require
special provisions for bicycle travel.
i. Public Buildings Element - consistent. Public buildings are
neither proposed nor required on the project site.
2. The Planning Commission recommends to the City Council that Tentative
Map PCS-77-7 for Sweetwater Bluffs be approved, subject to the following condi-
tions:
a. A 4 foot high block wall shall be constructed on the rear property
line of Lots 15, 16 and 17.
b. In order to provide safe stopping sight distance along the curve in
Vista Way, no building or planting (as described in Sec. 72.12.120
of the Municipal Code) will be allowed within the area of lot 21
described as follows: beginning at the northwesterly corner of lot
20, thence proceeding westerly, then southerly along the right of
way line of Vista Way to a point 16 feet north of the east-west
boundary line separating lots 21 and 22, thence proceeding northerly
to the radius point of the northwest property line return of
lot 27, thence northeasterly to the point of beginning.
3. In addition to the above listed conditions, the developer shall comply
with the following Code requirements:
a. The developer shall be responsible for the installation of all
public improvements on Vista Way, Casselman Court, "A" Street
and Hilltop Drive. Hilltop Drive shall be paved to 70 feet east
of the centerline for a total width of 28 feet from face of the

westerly curb. Improvements shall include, but not limited to
curb, gutter, sidewalk, AC pavement, sewer and drainage facilities,
street name signs and street lights. The improvement plans shall be
approved by the Director of Public Works prior to approval of
the final map.
b. The developer shall pay the sewer connection fees as follows:
(1) Spring Valley Sanitation District at $130 per gross acre.
(2) Sewer trunk leading into the Rosebank sewer area at 51,017.60
per gross acre with 7°o simple interest commencing April 1, 1976.
c. Grading and landscaping plans shall be approved by the Engineering
Division prior to approval of the final map.
d. All utilities shall be and ergrounded.
e. The developer shall comply with all applicable sections of the
Chula Vista Municipal Code prior to approval of the final map.
The final map shall be prepared in accordance with the Subdivision
Map Act, as amended January 1, 1977, and the Subdivision Manual of
the City of Chula Vista.
f. Fire flow requirements shall be a minimum 1,000 gallons per minute
for two hours duration based upon a minimum flow of 20 psi residual
operating pressure in the street main from which the flow is measured.
Note: In the event wood shingles are used as roof covering, the
fire flow requirement shall be increased to 1,500 gallons per minute.
g. Three fire hydrants are required and shall be installed in accordance
with standard specification of the City of Chula Vista. Fire hydrants
shall have one 4" outlet and one 2-1/2" outlet. Fire hydrant loca-
tions shall be determined by the Fire Department at the time improve-
ment plans are submitted.
h. Water supplies shall be installed in an operable condition prior to
commencement of combustible construction. A71 water systems shall
be designed to permit circulating water flows.
i. Adequate access for fire apparatus shall. be provided and maintained
to within 150 feet of any combustible construction material.
3. That this resolution be transmitted, along with the Tentative Map, to
the City Council, and a copy of this resolution be transmitted to the applicant.

A. Environmental Settin
The proposed project site involves 8.23 acres located north of
Vista Way bet~•:een Hilltop Dr. and Corte Maria. The site is
currently vacant of structures and has been recently cleared for
fire control. There are several trees located on the northeastern
portion of the property, however, most of the specimens are in
poor condition with the exception of a mature 30" Palm and a 24"
Pine tree.
An archaeological survey was conducted in May of this year and
concluded that no significant archaeological resources were
present. There appears to be a general lack of significant natural
resources on site. The closest known geologic hazard; the Sweetwater
earthquake fault zone, is located appro};imately 2400 ft. to the east.
A soils and geology report are in progress.
Vista j4ay and Casselman Ct. via Hilltop Dr. provide access to the
site'. These streets are local residential streets oath limited
use at this time. I-II05 is located about 200 ft. to the east and
the Sweetwater River is just to the nor h where a segment of the
Sweetwater Regional Park is planned. Developments to the south and
west involve stable single family neighborhoods.
Public utilities are available to the project via the Rosebank
sewer s}stem and caater lines in Hilltop Dr., Vista Way and Casselman
Ct. The only onsite drainage facility is a small concrete ditch
which traverses the site's southern boundary between Casselman Ct.
and Vista Way and empties onto Vista A'ay. It is transmitted by
way of the street system to the o:est and to the north. A drainage
problem does exist downstream from the site.
B. Project Description
The proposed project entails the subdivision of 8.23 acres that
will result in 36 individual lots. 36 two story single family homes
will be constructed as well as the extension of Vista 47ay, one new
cal-de-sac and the completion of Casselman Ct.
Grading will involve the cut and fill balance of about 10,000 cu.
yards of earth. Cut and fill to a ma}:imam depth of 3 or 4 ft. is
anticipated to achieve effective drainage and pad preparation.

C. Analysis in suooort of the findings
1. Schools
The local elementary school and junior high are currently
overburdened. Enrollment at Rosebank Elementary has exceeded
available spaces by 9 students and Hilltop Jr. High has
exceeded capacity by 153 students. Additional students generating
from the proposed subdivision will further exacerbate this
situation.
Mitigation
Developers fees to appropriate school districts, possible
busing of new students to available schools and aossible
school district boundary changes will mitigate potential impacts
until the school districts deem additional facilities necessary
and funds are appropriated.
2. Noise
The structures located closest to I-805 could be impacted by
vehicle traffic utilizing the freeway. A SS9IPIG noise analysis
was prepared for structures located on Lots n15, 16 and 17 and
concluded that the subject lots (if a 20 ft. rear yard is
provided) will be subject to e}aerior noise levels of about
65dBA. Conventional construction will reduce interior noise
intrusion by 15+dBA, hocaever, a 20 dBA loss is necessary to
attain the required 45dBA interior isolation le~~el.
Mitigation
The applicant has agreed to retain a qualified acoustician
to prepare a detailed analysis of the site. The applicant has
also agreed to incorporate appropriate recorunendations into
the project which result from the analysis.
3. Drainage
The existing drainage facility is not adequate to transmit
increased runoff from the proposed project and a potential
drainage problem doo-:nstream could be exacerbated by increased
drainage if nor redirected.
Mitigation
Incorporate drainage improvements as recommended by the City
Engineering Dept. will resolve any potential problem.
4. Traffic Circulation
The project will generate about 350 to 900 new trips onto local
residential streets. These additional trips will result in
approximately 35-40 new trips during peak hour traffic ~•rhich
will be a negligible increase.

If the Morgan-Gardner project to the east is implemented,
new trips generating from the subject site could contribute
toward a cumulative impact at the Corte Maria-Flower St. and
E St. and Corte Maria intersections, as described in EIR-76-11
(Morgan Gardner Subdivision). However, mitigation stated in
EIR-76-11 includes street improvements and the construction
of traffic signals o~hich will facilitate traffic flows and
reduce impacts to an insignificant level. The contribution of
this project to traffic related problems is insignificant
when conpared to the almost 2300 daily trips to be generated
by the Morgan-Gardner project.
D. Findings
1. The site is generally void of any natural or manmade
resources and the closest known geologic hazard, a segment of
the Sweetorater fault system, is located about 2400 ft. to the
east. Soils and geologic reports are currently being prepared
and the applicant will be required to follow recommendations
regarding any adverse conditions present.
2. The subject subdivision is in conformance with the General
Plan and is not anticipated to significantly impact community
services provided that proposed mitigation is incorporated
into the project plans.
3. The proposed subdivision c,*ill not result in any imnaots
cahich cannot be mitigated to an insignificant level. No
substantial cumulative impact is anticipated to result from
nets vehicle traffic on local residential streets.
4. The project is not anticipated to cause the emission of any
hazardous substance or noise which could prove detrimental to
human beincs.
E. Conclusion
The project will not result in any substantial and adverse impact on
the environment if the mitigation specified in Sec. F of this Negative
Declaration is carried out.
F. Pitigation
1. A soils and geologic report is being prepared and all
recommendations will be followed.
2. An acoustical report should be prepared to evaluate
traffic noise impact from I-805, the anticipated noise levels
are such that construction techniques can be used to eliminate
the adverse impacts.

3. The elementary and junior high school schools are operating
over capacity. The provision of assistance to the school
districts as required by the district policy will reduce this
impact to an insignificant level.
4. The provision of drainage facilities will mitigate any
substantial and adverse impact due to the slight increase in
surface runoff due to this .project.
