RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA FINDING THAT THERE IS NO SIGNIFICANT ENVIRONMENTAL
IMPACT RESULTING FROM THE COMMUNITY DEVELOPMENT BLOCK
GRANT FUNDING OF IMPROVEMENTS IN GENERAL ROCA PARK
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City of Chula Vista proposes to use Community
Block Grant Funds for the replacement of deteriorated playground
equipment and the purchase of other facilities for use in General
Roca Park, and
WHEREAS, an Environmental Review Record respecting this
project has been completed b_y the City of Chula Vista, and
WHEREAS, it has been determined that there is no significant
impact on the environment and that said project is categorically
exempt from the environmental requirements of CEQA.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of
the City of Chula Vista adopts as its Environmental Review Record
a finding of no significant impact as contained in the attached
Notice of Finding of No Significant Effect on the Environment,
marked as Exhibit "A", attached hereto and incorporated herein by
reference as if set forth in full.

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: The above named City
proposes to request the U.S. Department of Housing and Urban Develop-
ment to release Federal funds under Title I of the Housing and
Community Development Act of 1974 (PL 930383) to be used for the
following project: This project will consist of the replacement of
deteriorated playground equipment, the addition of a picnic shade
structure picnic tables and barbecue in the northeast corner of General
Roca Park. The project is located in Census tract 124.01 and has a
budget of $10,796.
It has been determined that such request for release of funds will not
constitute an action significantly affecting the quality of the human
environment and, accordingly, the above named City has decided not to
prepare an Environmental Impact Statement under the National Environ-
mental Policy Act of 1969 (PL 91-190). The reasons for such decision
not to prepare such Statement are as follows:
1. The project is within the urbanized area of Chula Vista
and constitutes improvement in the level of service provided
by the urban support system for the residents of the area.
There are no unique phusical features or processes near the
project site nor will there be any emission of any hazardous
substances either directly or indirectly which could curtail
the range of the human environment.
2. The project conforms to the long range goals of the City -
of Chula Vista, therefore the attainment of short term goals
will not preclude the attainment-of long range goals.
3. The project will enhance the human environment, not detract
from the quality of life.
4. The project does not relate in any way that could produce
interaction resulting in a significant impact on the human
environment.
An Environmental Review Record (ERR-77-4) respecting this project has
been completed by the above named City ~rhich documents the environmental
review of the project and more fully se .s forth the reasons why such
Statement is not required. This Environmental Review Reco rd is on file
at the above address and is available for public examination and
copying, upon request at 276 Fourth Avenue, Chula Vista, California
92010, between the hours of 8:00 a.m. and 5:00 p.m.
No further environmental review of such project is proposed to be
conducted, prior to the request for release of Federal funds.
All interested agencies, groups and persons disagreeing with this
decision are invited to subr.:it written cor:anents for consideration
by the City to the Environmental Review Coordinator, Planning Dept.

B. Project Description
This project entails the replacement of deteriorated playground
equipment, the addition of .a picnic shade structure, picnic tables
and barbecue facilities in the northeast corner of General Roca
Park. The project has a budget of $10,796.
C. Project Location and Existing Environment
The proposed improvements are planned to be incorporated into an
existing community park within census tract 124.01 General Roca
Park, located at the southwest corner of Fourth Avenue and C
Street consists of 19.8 acres of developed parklands.
As a community park, approximately 1900 people within a radius
of 1.5 miles are served and a projected 1990 population of about
3500. Existing improvements include tennis courts, ballfields,
an archery range, picnic facilities and elementary and tot lots
with play equipment.
