RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AMENDMENT TO THE GENERAL PLAN FOR
APPROXIMATELY 5.9 ACRES LOCATED IN THE SOUTHWEST
QUADRANT OF 30TH STREET AND EDGEMERE AVENUE, FROM
RESEARCH AND LIMITED INDUSTRIAL TO RETAIL COMMERCIAL
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council has heretofore on May 10, 1977 held
a public hearing to consider an amendment to the General Plan for cer-
tain property being 5.9 acres located in the southwest quadrant of 30th
Street and Edgemere Avenue, from "Research and Limited Industrial" to
"Retail Commercial, and
WHEREAS, having heard testimony at said public hearing and
received the recommendation of the Planning Commission, the City Council
now desires to make said revision to the General Plan, and
WHEREAS, a notice of the proposed negative declaration on the
proposed General Plan amendment was given in accordance with the Environ-
mental Review Policy, and
WHEREAS, the Environmental Review Committee found that said
General Plan amendment would have no possible significant impact on the
environment and forwarded the attached Negative Declaration, IS-76-112,
to the City Council of the City of Chula Vista for their consideration,
and
WHEREAS, said Negative Declaration has been available to
agencies having jurisdiction by law, all responsible agencies, and
to the public for an adequate period of time for their review and
comment, and
WHEREAS, the information contained in said negative declar-
ation has been considered by the City Council of the City of Chula
Vista prior to its action on the discretionary item before the City
Council.
NOW, THEREFORE, the City Council of the City of Chula Vista
finds as follows:
1. That the City Council of the City of Chula Vista adopts
as its record of this finding of no possible significant impact the
Council agenda statement on this agenda item and all of the attach-
ments thereto.
2. That the City Council of the City of Chula Vista finds
in accordance with the recommendation of the Environmental Review
Committee and the attached negative Declaration that said General Plan
amendment will not have any possible significant impact on the environ-
ment, and the attached Negative Declaration, incorporated herein by
reference as if set forth fully, has been prepared in accordance with
the California Environmental Quality Act of 1970, as amended.
3. That the Environmental Review Coordinator is hereby
authorized and directed to file said Negative Declaration with the
County Clerk of the County of San Diego subsequent to the prepara-
tion of a notice of determination on this project.
4. That the City Council of the City of Chula Vista does hereby
amend the General Plan of the City of Chula Vista in accordance with Reso-
lution P1o. GPA-77-1 as adopted and forwarded by the Planning Commission.

It is the finding of the Environmental Review Committee that the project will not
ha Ye a significant effect on the environment for the folloaring reasons:
1. The project is void of any rare or endangered wildlife,
the site is densely covered by trees and vegetation and there
is a possibility that the sandy soils present are of significance
however, the project is a rezoning to permit a higher level of
developmental regulation. No physical change to the site will
occur at this time and additional environmental review will be
required prior to approval of development plans.
2. The rezoning is in conformance with the open space and
conservation elements of the General Pian and will assist in
implementing long term goals as set forth by the City of Chula
Vista.
3. The project does not involve any adverse impacts which would
interact to cause a substantial adverse cumulative effect on the
environment.
4. The project in itself will not cause the emission of any
hazardous substance or noise which would be detrimental to
human beings.
NOTE: Environmental review is limited to the proposed re~.oning
only. Additional review will be required prior to the consider-
ation of any precise plans.
