Request for Special Allocation of Funds - Chula Vista Jaycees b. Resolution#8 971 Approving Request and P,ppropriating Funds for the 1978 Miss Chula Vista Contest SUBMITTED BY City Manager ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES X NO ) At the budget hearings for Fiscal Year 1973/74, Council appropriated funds for the Chula Vista Jaycees "Miss Chula Vista Contest" and the "Fiesta de la Luna". Although the Jaycees received payment for the Fiesta, they did not receive payment for the Miss Chula Vista Contest in Fiscal Year 1973/74. Inadvertently, a Purchase Order was never issued to encumber the funds, so on June 30, 1974 the balance was returned to the un- appropriated General Fund Reserve. Thus, when the Jaycees requested payment in August 1974 for the contest held in April of that year, the funds were expended from the 1974/75 budget. Each year since, the Jaycees have been paid in arrears for the Miss Chula Vista Contest. Box 1087 Chula Vista, Ca. 92012 Dear Loyal Servants, n ~'• ~~ ,, .:'~ ~. ~= As you know, the Chula Vista Jaycees annually hosts the Mi ~ Chula Vista contest. This program is budgeted and funded by the City of Chula Vista in the category of Community Promotions. In the 1973-74 city budget, $500.00 was alloted for this purpose. The contest is held in early April of each year. Due to a change in the city bookeeping proceedure in 1974, (ie. cancelled checks were required in addition to receipts, as before) the. Jaycees were unable to meet the June 30 deadline for reimbursement. The $500.00 allocated for Miss Chula Vista were placed in the City General Fund on that date. The Jaycees were ultimatly reimbursed, but with funds budgeted for the 1975 Miss Chula Vista contest. Due to this setback the Jaycees have been getting reimbursed from funds budgetted for the fiscal year following the contest. The San Diego County Fair, Fairest of the Fair committee approves dates for the local contests. With their approval, we intend to obtain an earlier date for our contest. This should allow us time to receive all cancelled checks by June 30 and prevent this problem in the future. Your diligent consideration of this matter is greatly appreciated.
