BACKGROUND 1. The applicant has submitted a precise plan for the construction of a self-service gasoline station on a 22,500 sq,ft. (0,52 acres) parcel at 746 "E" Street in the C-V-P zone, 2. The proposed project will replace an existing service station and is therefore exempt from environmental review as a Class 2b exemption. B. pISCUSSION 1. Existing site characteristics The subject property, containing 22.,500 sq, ft., is presently developed as a service station with a 1700 sq. ft, building featuring two canopy covered pump islands connected to the building. Landscaped planters are located in front of the pump islands and along the east property line. There are two existing driveways, An existing 23 foot high free- standing sign, containing a sign area of 70 sq. ft., is located in the front planter. 2. Proposed plan The applicant intends to remove the existing structure and pump islands and replace them with three new pump islands covered by a canopy and an attendant's booth with rest- room located on the easterly end of the center island. The station will be entirely self-service. The front landscaped planter will be increased in width from 10 feet to 15 feet. The existing planter on the east property line will be extended to the front property line, Two other planters are proposed on the east property line and tree wells are proposed on the south and west property lines, A masonry trash enclosure with chain link gate with wooden slats is located at the southeast corner of the site along with the compressed air and water hoses. This area is lit by a freestanding luminaire. COUNCIL ACTION AGENDA~ITEM N0. 5, 5a Meeting of 1/10/78 Supplemental page No. 2 paving (cobblestone design) is proposed across each driveway and behind the front planter. 3. Architecture The proposed station canopy is a metal mansard roof of "board and batt" design, supported by three steel poles. The attendant's booth also has a metal mansard roof. The canopy and roof will be finished in earth tones with covers over the support columns, thus making the project compatible with other structures developed along the "E" Street gateway. 4. Signs The only sign proposed on the site is a 12 ft. high, 50 sq, ft. monument sign located in the front landscaping. The low profile sign is in keeping with the Scenic Highway Element of the General Plan. 5. Precise plan guidelines The precise plan guidelines for the southeast quadrant of "E" Street and I-5 are generally as follows: a. The landscaping shall reflect its location as one of the gateways to Chula Vista. b. The number of curb cuts shall be minimized and joint use driveways are encouraged. c. A planned sign program for all parcels in the quadrant may be utilized. The applicant is using the existing driveways and has increased the amount of land- scaping on the site, and with the modification of the sign the plan meets the precise plan guideline. D. ANALYSIS 1. "E"' Street between I-5 and Broadway is designated as a gateway so that special attention to architectural treatment and color of new developments is required. The design as recommended by the Planning Commission is in conformance with the Scenic Highway Element of the General Plan. 2. The closest structure to the service station is the small wood frame tourist information building which has a wood shake roof. The colors of the station should therefore be earthtones and more specifically in the brown shades to compliment the adjacent development. RESOLUTION N0. PCM-78-10 RESOLUTION OF THE CITY PLANNING COMMISSION RECOMP1ENDING TO THE CITY COUNCIL TFiE APPROVAL OF A PRECISE PLAN FOR A SELF-SERVICE GASOLINE STATIOfJ AT 746 "E" STREET IN THE C-V-P ZONE WHEREAS, Ordinance No. 1681, adopted by the City Council on April 15, 1976, established the C-V-P zone on properties located on the south side of "E" Street, east of I-5, and WHEREAS, on November 21, 1977 a precise plan was submitted by. Andrew Jara, Architect, on behalf of The Southland Corporation, owner of the property at 746 "E" Street, to redevelop the property to a self-service gasoline station, and WHEREAS, the City Planning Commission, at a duly advertised public hearing held at 7:00 p.m., December 14, 1977 in the Council Chamber, City Hall, 276 Fourth Avenue, considered the precise plan as submitted, and WHEREAS, the proposed self-service station will replace an existing service station, the project is exempt from environmental review as a Class 2b exemption. NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as follows: a. That such plan will not, under the circumstances of the particular case, be detrimental to the health, safety or general welfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity. The conditions of approval will produce a development which is consistent with the Scenic Highway Element and compatible with recent developments in the immediate area. b. That such plan satisfies the principles of the application of the "P" Modifying District as set forth in Section 19.46.041 of the Municipal Code. The proposed development as revised meets the precise plan guidelines. The landscaping has been increased and the plan utilizes the existing driveways. c. That any exceptions granted which deviate from the underlying zoning requirements shall be warranted only when necessary to meet the purpose and application of the "P" Precise Plan hodifying District. fdo exceptions from the underlying zoning regulations are proposed. d. That approval of this plan will conform to the General Plan and the adopted policies of the City. With the conditions of approval as adopted the proposed use is consistent with the General Plan designation for this area. BE IT FURTHER RESOLVED that the City Planning Commission recommends that the City Council approve the precise plan fora self-service gasoline station at 746 "E" Street, subject to the following conditions: 1. The exterior colors of the canopy, sign support, and attendant's booth shall be a combination of dark and light brown earthtone colors. 2. The canopy support columns shall utilize a covering to match the sign support. 3. The sign program shall consist of one low profile monument sign which shall incorporate a price sign into the design. 4. The applicant shall use alternate "A" by placing the bomanite paving pattern across the width of the most westerly driveway. 5. The trash enclosure shall be constructed of beige slump block.
