HomeMy WebLinkAboutReso 1989-15220 RESOLUTION NO. 15220 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF CHULA VISTA AND THE COUNTY OF SAN DIEGO ESTABLISHING A JOINT PLANNING PROJECT APPROACH AND TEAM FOR THE PROCESSING OF THE OTAY RANCH PROJECT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, on April 25, 1989, the City of Chula Vista entered into a Statement of Intentions with the Baldwin Company for the processing of plans for the Otay Ranch Project, and WHEREAS, subsequently, the Baldwin Company entered into a similar agreement with the County of San Diego and upon further review of these two actions, it became apparent that there were serious concerns with this dual approach, and WHEREAS, the Chula Vista Council Subcommittee for this project, Mayor Cox and Councilwoman McCandliss, are also members of the Interjurisdictional Task Force, which group met to explore alternative approaches to bring back for consideration by the Board and Council, and WHEREAS, the primary concern of the Task Force was to provide for the most thorough review of plans submitted by the Baldwin Company with emphasis on ease of public access to information about this project, and WHEREAS, after many meetings to refine the basic concepts, a Memorandum of Understanding was developed which is now recommended to the Chula Vista City Council and the San Diego County Board of Supervisors for adoption. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby adopt the Memorandum of Understanding between the City of Chula Vista and the County of San Diego to establish a joint planning project team for the processing of the Otay Ranch Project, a copy of which is attached hereto and incorporated herein by reference as if set forth in full.-~ BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista be, and he is hereby authorized and directed to execute said agreement for and on behalf of the City of Chula Vista. The Master Property Tax Agreement: adopted by both the Board of Supervisors and the Chula Vista City Council shall not apply to this plan unless specifically agreed to by both governmental bodies. E. Sphere of Influence and Annexation Agreement - A sphere of influence agreement and an' annexation agreement shall be based on '. the service/revenue plan and land use ~plan. The spher~ agreement and the annexation agreement shall be processed concurrent with the GPA and shall be included in the scope of ~ork described in "A" above. Decisions on said agreements are expected to be executed prior to LAFCO action on the Sphere of Influence.. The,.
