California Senate Bill 283, sponsored by Senator James R. Mills, authorized
$4 million over a three year period to conduct demonstrations of new
transportation services and methods. This year is the second phase of
the program and $2.2 million are available for allocation. Application
for these funds must be made to the CPO by August 1, 1977 and to CALTRANS
by August 15, 1977. A specifically cited example of a potentially fund-
able project is coordination of elderly and handicapped transportation
services through a central organization.
The Chula Vista Transit Development Program (TDP) recommends implementa-
tion of a specialized transportation service as part of the improvement
plan. The current update to the TDP indicates that the specialized
service should be part of the FY77-78 program of projects. It is pro-
posed that SB283 funds be sought to finance the capital cost and the first
year operations of this service. Based on available information, the
target start-up date would be July 1, 1978.
The proposed service would use a lift-equipped bus, operating in a demand-
responsive mode to provide an alternative service for the transportation
disadvantaged. Eligibility would be primarily restricted to persons
who by reason of physical, mental, or emotional disability are unable to
use the existing public transportation system. Elderly persons who are
not served by the existing system (i.e., reside further than one-quarter
mile from a bus route) would also be eligible to use the system. Finally,
persons 60 years of age or over who are otherwise ineligible to use the
service will be allowed to ride on the specialized system, subject to
capacity.

FINANCIAL IMPACT
First-year operation - no anticipated cash outlay. After first year,
operating costs to become part of transit budget. Based on current
conditions it is roughly estimated that the annual real cost to the
City, following the demonstration phase, would be $10,000 to $15,000.

The estimated first year cost of this project is $122,410 including
$64,170.00 for buses, radios, etc. (100 of the capital cost) and
$58,240.00 for operating expenses. The grant application requests
$81,310.00 from the demonstration program, with the remainder to be sup-
plied by the users ($27,000 in farebox revenues), and the City ($14,100
in in-kind services). In subsequent years, funding would be provided
through the transit budget.
It is not presently known whether operating personnel (driver(s) and
dispatcher) should be City employees or should be supplied by the con-
tractor of the fixed-route services. It is expected that the dispatcher
would be located in the downtown Transit Center, when completed. The
lift equipped buses would be City-owned and should be maintained in the
City's equipment maintenance shop.

the service, eligibility, and operating plan.
