HomeMy WebLinkAboutReso 1977-8574RESOLUTION NO. 8574 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA FINDING NO SIGNIFICANT ENVIRONMENTAL IMPACT DUE TO THE COMMUNITY DEVELOPr'[ENT BLOCK GRANT PROJECTS The City Council of the City of Chula Vista does hereby resolve as follows: WfiEREAS, the Environmental Review Committee of the City of Chula Vista has prepared an Environmental Review Record to determine if the following projects proposed as, part of the Com- munity Development Block Grant Program could have any possible significant impact on the environment: 1. Third Avenue Street Improvements (ERR-77-1) 2. Storm Drain - Del Mar and Madrona (ERR-77-2) 3. Senior Citizens Service Center (ERR-76-1) 4. Removal of Architectural Barriers (ERR-76-3) 5. Reconstruction of Public Improvements (ERR-76-4) 6. Acquisition of Town Centre Properties (ERR-76-5) 7. Building Inspections (ERR-76-8) 8. Loan Program (ERR-76-9) and WHEREAS, a notice of the proposed finding of no signifi- cant impact was given in accordance with the National Environmental Policy Act, and WHEREAS, all other agencies having jurisdiction by law and all other responsible agencies have been consulted to obtain comments with regard to the environmental consequences of the above noted projects, and WHEREAS, the Environmental Review Committee found that these projects would have no possible significant impact on the environment and forwarded the attached finding of no significant impact, ERR-77-1, ERR-77-2, ERR-76-1, ERR-76-3, ERR-76-4, ERR-76-5, ERR-76-8, and ERR-76-9, to the City Council of the City of Chula Vista for their consideration, and WHEREAS, said finding of no significant impact has been available to agencies having jurisdiction by law, all responsible agencies, and to the public for an adequate period of time for their review and comment. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista as follows: 1. That the City Council of the City of Chula Vista adopts as its record of this finding of no possible significant impact the Council agenda statement on this agenda item and all of the attach- ments thereto. 2. That the City Council of the City of Chula Vista finds in accordance with the recommendation of the Environmental Review Committee and the attached finding of no significant impact that the proposed Community Development Block Grant Program projects will not have any possible significant impact on the environment, and the attached finding of no significant impact, incorporated herein by reference as if set forth fully, has been prepared in accordance with the National Environmental Policy Act. The center has a staff of 4 part-time employees and utilizes volunteers to augment its work force. This is a continuation of an existing service. This existing facility is located at 293 Madrona St., Chula Vista, CA 92010. The continued operation of this facility involves the expenditure of $7500. It has been. determined that such request for release of. funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the above named City has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for such decision not to prepare such Statement are as follows: 1. T:.e project involves the continued operation of an existing senior citizens service facility. There will be no change or impact on the natural or man made environment. There are no unique physical features or processes near the project site nor will there be any increased emission of any hazardous substance either directly or indirectly which could curtail the range of the human environment. 2. The project conforms to the long range goals of the City of Chula Vista, thc-refore the attainment of short term goals will not preclude the attainment of long range goals. 3. No farnilies will be displaced due to this acquisition. The project will enhance the human environment, not detract from the quality of life. 4. The project does not relate in any way that could produce interaction resulting in a significant impact on the human environment. It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the above named City has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for such decision not to prepare such Statement are as follows: 1. This project involves an activity that will improve the urban aesign of the community without involving any structure of potential historic significance. There are no unique physical features or processes near the project site nor will there be any emission of any hazardous substances either directly or indirectly which could curtail the range of the human environment. 2. The project conforms to the long range goals of the City of Chula Vista, therefore the attainment of short term goals will not preclude the attainment of long range goals. 3. This project is not site specific but will involve the urbanized area of the City of Chula Vista, CA 92010 and 92011. These surveys and inspections will involve the expenditure of $30,000. It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the above named City has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for such decision not to prepare such Statement are as follows: 1. This project involves the upgrading of existing structures through an inspection program and low cost loan program. There will be no change in the existing natural or man made environment. There will be a beneficial impact due to the project. There are no significant natural or man made resources or hazards in the project setting. 2. The project conforms to the long range goals of the City of Chula Vista, therefore the attainment of short term goals will not preclude the attainment of long range goals. 3. While the City is not responsible for the installation and/or collapse of the culvert on private property, it is responsible for the safe disposition of storm waters along and across Del Mar Ave. and Madrona St. Existing culvert capacity is inadequate and is likely to diminsh should tl:e existing structure progressively fail. Flooding of the streets and serious flooding of at least one adjacent property are probable. The Fogg Report on drainage facilities in the Chula Vista Planning Area, includes a larger project (extending north to "F" St.) in the Stage One priority group. The proposed project would constitute only the first phase of the Fogg proposal and would provide relief from the immediate problem at hand.
