HomeMy WebLinkAboutReso 1989-14045 RESOLUTION NO. 14045 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE ISSUANCE OF COASTAL DEVELOPMENT PERMIT NO. 43a FOR PLACEMENT OF TEMPOPJ~RY TRAILERS AT THE NORTHWEST CORNER OF BAY BOULEVARD AND G STREET (ROHR INDUSTRIES) WHEREAS, the City of Chula Vista Local Coastal Program (LCP) has been certified by the California Coastal Commission; and, WHEREAS, said LCP includes Coastal Development procedures determined by the Commission to be legally adequate for the issuance of Coastal Development Permits and the City of Chula Vista has assumed permit authority of the Chula Vista Coastal Zone; and, WHEREAS, a public hearing was duly noticed and conducted on April ll, 1989, in accordance with said procedures; and, WHEREAS, the City Council of the City of Chula Vista, as "approving authority," has reviewed Negative Declaration IS-89-56 and the plan for the placement of temporary trailers at the northwest corner of Bay Boulevard and G Street. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista as follows: The City Council of the City of Chula Vista l) adopts Negative Declaration IS-89-56; and 2) finds that the proposed temporary trailers, subject to conditions listed in Attachment IV, are in conformance with the Chula Vista certified Local Coastal Program because: 1. The office space proposed by the applicant is accessory to the current research and development land use and is permitted within the site's industrial business park land use designation. The total floor area is within the maximum .5 floor area ratio allowed in the Local Coastal Program and is consistent with the land use standards and requirements set forth in the certified Chula Vista Bayfront Local Coastal Program. 2, No major grading is proposed. Minor excavation for utility trenching will be undertaken. This work is not anticipated to cause downstream siltation and is consistent with the LCP's areawide grading policies. 3, The proposed project is a temporary use to accommodate personnel currently employed at Rohr Industries and will not result in an overall increase in existing parking or facility needs. 4. Statewide and regional guidelines have been reviewed and the proposed project has been found to be in conformance with the public access and public recreational policies of Chapter 3 of the Public Resources Code because the project site is not located adjacent to the San Diego Bay or any other water-oriented resource; therefore, it does not afford the opportunity for public access to any water-related recreational use and is not inconsistent with the public access policies of the Coastal Act. Trailers shall be removed three years from the date of Coastal Development Permit issuance. 2. The trailer units shall be skirted and ~ainted to match existing Building 99. 3. The project shall be installed in compliance with all requirements and regulations of the certified Chula Vista Local Coastal Program.
