increased employment of minorities and women throughout all job categories
and compensation levels.
While the Affirmative Action increases listed below as general goals provide

analyses of its workforce, the availability of candidates in the labor force,
areas of underutilization, and to, in the future, adopt additional specific goals
to resolve discovered deficiencies.
For the immediate purposes of monitoring the overall effectiveness of the City's
efforts in the area of affirmative action, the following goals shall serve as
the yardstick by w:iich the impact of the program will be measured. Goals shall
be continually reevaluated against available census data and more detailed
analysis of the availability of the targeted populations.
