SUMMARY
On August 2, 201 I, the Police Department will hold a community event commemorating the 28`n
Annual National Night Out against crime. In order to accommodate the expanded size of the event
the Police Department will close the eastbound lanes of F Street between Fourth Avenue and
Garrett Avenue from 2:00 pm unti19:00 pm.
ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California Environmental
Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined
under Section 15378 of the State CEQA Guidelines because it will not result in a physical
change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA
Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.
RECOMMENDATION
Council adopt the resolution.

DISCUSSION
On August 2, 2011, the Police Department will hold a community event wmmemorating the 28`h
Annual National Night Out against crime. Last year, this community event attracted about 1,000
community members participating in dozens of static displays reinforcing crime prevention
strategies, live safety demonstrations, and guided tours of the police facility. This year's event is
expected to be the largest ever. The expanded size will include several lazge vehicles including fire
apparatus, police equipment, public health awazeness vehicles, and other community resources.
Pazking for these large vehicles is needed on F Street along side the Police Department. With the
potential road and pedestrian hazards, staff recommends closure of a portion of the roadway.
In order to accommodate the expanded size of the event the Police Department will close the
eastbound lanes of F Street between Fourth Avenue and Garrett Avenue from 2:00 pm until 9:00
pm on the day ofthe event (See Attachment "A"). Eastbound traffic will be routed around the event
onto eastbound Davidson Avenue, and then southbound on Garrett Avenue back to F Street.
The Police Department will notify appropriate public transit providers of the closure so they can
provide early notification to their customers of any subsequent route alterations.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site
specific and consequently the 500 foot rule found in California Code of Regulations section
18704.2(a)(1) is not applicable to this decision.
CURRENT YEAR FISCAL IMPACT
There is no fiscal impact of adopting the resolution approving this closure. Police Department
staff will set road barriers and appropriate detour signage.
ONGOING FISCAL IMPACT
There is no ongoing financial impact of adopting the resolution approving this closure.

NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula
Vista does hereby approve a temporary road closure for the eastbound lanes of F Street
between Fourth Avenue and Garrett Avenue on August 2, 2011, between the hours of
2:00 PM and 9:00 PM.
