TION rrpNp READING AND ADOP ORDINANCE OF THE CITY OF CI~~1 VISTA PROHIBITING ON-STREET PARKING ALONG THE FRONTAGE OF 1655 BROADWAY (SOMMERSET PLAZA EAST) AND 1660 BROADWAY (SOMMERSET PLAZA WEST) AND AMENDING SCHEDULE VI AND III OF THE REGISTER MAINTAINED IN THE OFFICE OF THE CITY ENGINEER TO REFLECT THESE CHANGES WHEREAS, in accordance with California Vehicle Code Section 22507, the establishment of the 2-hour time limited pazking (only between Sam-6pm) on Broadway, between north City limit to south City limit, was added to Schedule VI of the register, which is maintained in the Office of the City Engineer; and WHEREAS, since the creation of the time limited parking, many commercial vehicles (semi tracks with trailers, 18-wheelers, over 6 feet in height) started parking along this segment of Broadway. This has created issues for the business owners and customers; and WHEREAS, on April 19, 2011, the Pazkstone Property Management of 1655 Broadway (Sommerset Plaza East) and 1660 Broadway (Sommerset Plaza West) Commercial Centers, on behalf of their tenants, requested the removal of on-street parking along the properties frontage; and WHEREAS, the business owners located in the Sommerset Plaza East and West have signed a petition supporting the request and have cited the following concerns: 1. Commercial vehicles (semi trucks with trailers, 18-wheelers, over 6 feet in height) that are pazked on Broadway obstruct views of oncoming traffic, which make it difficult for employees and patrons to exit the driveways. 2. Commercial vehicles pazked on Broadway block views of business signs from traveling vehicles on Broadway. This makes it more difficult for patrons to find the businesses. 3. Commercial vehicles pazked on Broadway obstruct the views of the business center in general. If a crime occurred in the center, the cotmercial vehicles would obstruct views to outside vehicles or pedestrians passing by. The commercial vehicles create a "blanket" or "wall", obstructing the views of traffic on Broadway; and WHEREAS, on May 13, 2011, City staff visited the site and witnessed the above- mentioned parking problems. The only type of vehicles pazked on either side of the street was commercial semi-trucks; and WHEREAS, based on the above information and investigations, and to address business owners raised concerns, staff recommends that on-street pazking be restricted along the frontage of 1655 and 1660 Broadway; and 2-1 Ordinance No. Page 2 WHEREAS, on June 1, 2011, the City of Chula Vista Safety Commission concurred with staffs recommendation to prohibit on-street pazking along the frontage of 1655 and 1660 Broadway; and WHEREAS, this recommendation and other information in the City Engineer's report has been fully considered by the City Council. NOW, THEREFORE, the City Council of the City of Chula Vista does hereby ordain as follows: PROHIBIT ON-STREET PARKING That on-street parking along 1660 and 1655 Broadway frontage be prohibited. Also, Schedule VI (Time Limited Pazking) and Schedule III (Parking Prohibited at All Times) of the register maintained in the office of the City Engineer be revised to show the following: Revise Schedule VI -Time Limited Parking along Broadway, excluding along the frontage of 1655 and 1660 Broadwa Name of Street Beginning At Ending At Side of Length of Time Street Permitted Broadway North City Limit South City Limit East and 2- Hour West 8 AM to 6 PM Add to Schedule III- Parkin Prohibited at All Times Name of Street Beginning At Ending At Side of Street Broadway Along 1655 and Along 1655 and 1660 East and 1660 Broadway Broadway frontage West frontage II.
