HomeMy WebLinkAbout2011/07/19 Item 01DRAFT MINUTES OF A WORKSHOP OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA April 14, 2011 4:00 p.m. A Workshop of the City Council of the City of Chula Vista was called to order at 4:05 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California. ROLL CALL: PRESENT: Councilmembers Aguilar, Bensoussan, Castaneda (amved at 4:22 p.m.), Ramirez, and Mayor Cox ABSENT: None. ALSO PRESENT: City Manager Sandoval, City Clerk Norris, and Sr. Deputy City Clerk Bennett PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Deputy Mayor Ramirez led the Pledge of Allegiance. ACTION ITEMS 1. REPORT TO THE CITY COUNCIL OF THE CITY OF CHULA VISTA ON THE PROPOSED GENERAL FUND BUDGET FOR THE CITY OF CHULA VISTA FOR THE FISCAL YEAR ENDING JUNE 30, 2012 (City Manager/Director of Finance) City Manager Sandoval made opening comments about the proposed Fiscal Year 2011/2012 general fund budget, the five-year outlook and a recovery and progress plan for the future. Finance Director Kachadoorian highlighted the City's achievements in its response to the recession. She then presented the five-year financial preliminary forecast. City Manager Sandoval presented information about the proposed 2011/2012 goals and budget development process. Finance Director Kachadoorian gave an overview of the 2011/2012 projected general fund revenues. City Manager Sandoval introduced the departmental overview for fiscal year 2011/2012. The following Department Directors gave an overview of cost saving measures accomplished for their respective Departments: Public Safety: Police Chief Bejarano and Fire Chief Hanneman. Page 1 -Council Workshop minutes April 14, 2011 ~-~ DRAFT ACTION ITEMS (Continued) Administration/Legislative: Human Resources Director Bacon, Information Technology Services Director Vignapiano, City Clerk Norris, Finance Director Kachadoorian, and City Attorney Googins. Community Services: Recreation Director Martin and Library Director Waznis Development Services and Maintenance: Public Works Director Hopkins and Assistant City Manager/Development Services Director Halbert. City Manager Sandoval gave an overview of the City's "Financial Health" that included a structurally balanced budget; adequate reserves/funds; and Capital/Equipment Investment. He then presented information on a proposed Recovery and Progress Program to detennine appropriate levels of service and development of a departmental staffing analysis plan. He spoke about plans to continue to identify and implement efficiency measures (LEAN Program), pursue public/private partnerships, and address deferred maintenance/replacement strategy. He acknowledged the participation by the City's economic advisors, and introduced the advisors' representative Mitch Thompson, who gave a brief overview of advisors' comments, observations and recommendations. Rob Corcilius, Chula Vista resident, spoke about public safety risks associated with a proposed unfunded prison realignment bill that would shifr some inmates from state prisons to local jails. Deputy Mayor Ramirez suggested using the Senior Volunteer Police Patrol personnel for non- confrontational Pazk Ranger duties and oversight of City pazks. Councilmember Castaneda left the meeting at 6:25 p.m. ACTION: Mayor Cox moved to accept the report. Councilmember Bensoussan seconded the motion and it carried 4-0, with Councilmember Castaneda absent. Mayor Cox announced a meeting recess at 6:30 p.m. The meeting reconvened at 6:39 p.m., with all members present, except Councilmember Castaneda. 2. PRESENTATION OF THE FISCAL YEAR 2012 PROPOSED CAPITAL IMPROVEMENT BUDGET (Director of Public Works) Public Works Director Hopkins introduced the item, and Deputy Public Works Director Quilantan presented information on the Proposed 2011/2012 Capital Improvement Project (CIP) budget. Eazl Jentz, Chula Vista resident, asked about the status of the Capital Improvement Plan timetable that was approved in conjunction with the Urban Core Specific Plan in 2007. Staffinember Quilantan provided information, and stated staff could meet with Mr. Jentz to further address his question. Page 2 -Council Workshop minutes April 14, 2011 ~-2 DRAFT WORKSHOP (Continued) Discussion ensued between the Council and staff regarding road access improvements for the Nature Center; condition of the Heritage Museum; North Broadway reconstruction, and the SR- 125 ramp completion.
