A. BACKGROUND
The applicant originally submitted a tentative map proposing to subdivide 3.4 acres located
at the northwest corner of Fourth Avenue and K Street into 21 lots (see locator). The
subdivision design was predicated on a proposed rezoning of the property from R-1 to R-1-5-P.
The rezoning was denied by the City Council on July 5, 1977, therefore the applicant has
submitted a revised tentative map subdividing the property into 17 lots based on the existing
R-1 zoning.
B. DISCUSSTON.
1. Site characteristics.
The subject property is relatively level and rectangular in shape with 240 feet of
frontage along Fourth Avenue and 621 feet along "K" Street. The property is presently
divided into three parcels. The westerly boundary of the subject property abuts a single
family development facing onto Brightwood Avenue. The northerly boundary line also abuts
a single family area served by Fig and Guava Avenues which are presently stubbed up to
the subject property without turnarounds.
2. Revised tentative map.
a. The revised tentative map proposes a cul-de-sac extending from "K" Street
approximately 500 feet west of Fourth Avenue. The cul-de-sac intersects "K" Street at
right angles then turns 90 degrees in an easterly direction paralleling "K" Street.
b. Lots 10 through 14 are double frontage lots lying between the cul-de-sac and
K Street. Lot 15 is a double frontage lot between the cul-de-sac and Fourth Avenue.
Lots 16 and 17, each measuring 50' x 125', are the remaining portions of the original

BOARD/COMMISSION RECOMMENDATION On May 25, 1977 the Planning Commission voted 6-0 to
recommend that the City Council approve the tentative subdivision map for Garden Views
in accordance with Resolution PCS-77-3.

parcels, and each is developed with a single family dwelling fronting on Fourth Avenue.
Parcel 8, 5,000 sq. ft. in area, is located on the west side of the subdivision and
represents the one lot which the subdivider is allowed to create which is less than
6,000 sq. ft. in area. Lot 9 is a 6,000 sq. ft. parcel located on the corner of "K" Street
at the entrance to the subdivision. Lots 9, 16 and 17 constitute the three lots which are
allowed to contai:n between 6,OQQ and 7,Q00 sq. ft. in this 17 lot subdivision.
3. Walls and landscaping.
A 6 ft. high combination wood and masonry fence is proposed on the property line
along "K" Street and 22 ft. inside the property line along Fourth Avenue. The fence is
set at a 45 degree angle at the intersection of Fourth Avenue and "K" Street in order to
provide adequate sight distance. Six foot high fencing will also be located at the
terminus of Fig and Guava Avenues. The fence at the end of Fig Avenue will extend from
the house on the west side of Fig to the house on the east side. The fence at the end
of Guava Avenue will likewise extend from the house on the west side of Guava to the
house on the east side of Guava. There will be 9z feet of landscaping between the fence
and sidewalk on "K" Street and 5 feet on Fourth Avenue. These areas will be planted with
woody materials and Bound cover and will be maintained by a homeowner's association.
4. Cul-de-sac radius.
The subdivider has proposed a substandard cul-de-sac at the terminus of the proposed
street. The standard diameter from curb to curb for a cul-de-sac is 80 feet (40' radius)
which allows parking. The curb to curb diameter of the proposed cul-de-sac is 64 feet.
The Engineering Division has indicated that a diameter of 64 feet would be acceptable
providing parking on the cul-de-sac is prohibited. To offset this loss of street parking,
guest parking will be provided on lots 14 and 15. There is room for approximately 19
parking spaces on the street, which is a ratio in excess of 1:1 to the number of lots.
5. Terminus of Fig and Guava Avenues.
The subdivider proposes to widen the driveway approaches of the lots located at the
end of Fig and Guava Avenues in order that cars may drive over the driveways when
negotiating a turn-around. In addition, a new curb will be placed 22 feet from the wall
(so that cars will not hit the wall) with a 20 ft. curb radius into the existing curbs on
the street. The 20 ft. curb radius will permit a street sweeper to clean the end of the
streets. A combination wood and masonry fence will be located across the end of each
street, extending from the existing building setbacks.
6. Street name.
Due to the various subdivision design options submitted to the Planning Commission
and City Council, the staff and developer have failed to consider an appropriate street
name for the cul-de-sac street. At this time we would recommend that the Council consider
the street name Garden Place for street A.
