A. BACKGROUND
1. Late last year the City of National City requested that the City of Chula Vista
take appropriate steps to insure control over the design of any development occurring
in Chula Vista near the intersection of Edgemere Avenue and 30th Street because of the
proximity of their attractive Town and Country Center to this area. In response to this
request Council, on February 22, 1977, adopted an ordinance placing the "P" Modifying
District on the area. At the time of taking this action, Council asked staff to study
the General Plan Designation and basic zoning in this area.
2. The results of staff's study of this matter was reported to Council on May 10, 1977.
A copy of the 5/10/77 report to Council is attached. The study concluded thaat the
subject property could develop commercially and industrially in conformance with the
existing zoning or that zone boundary lines could be adjusted at such time as market
demand for the property is known or a development proposal is made. No property owner
in the area has come forward with a proposal so staff's recommendation was simply to
bring the General Plan into conformance with the zoning. In response to Mr. DeLucia's
presentation on May 10, Council did not act on the recommended General Plan amendment.
B. ANALYSIS
It seems to staff that a Council decision on the General Plan issue can be made even
though the method of handling the drainage (open channel or closed conduit) across the
DeLucia property is not definitely resolved. It appears that any substantial develop-
ment of the portion of the property within the flood plain is some time in the future
due to the extensive fill required, peculiar parcel configuration, multiplicity of
ownerships.

RESOLUTION. OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE
CITY COUNCIL AN AMENDMENT TO THE GENERAL PLAN FOR APPROXIMATELY
5.91 ACRES LOCATED AT THE SOUTtitJEST COR'dER OF 30TH STREET AND
EDGEMERE AVENUE FROM RESE/,RCH AND LIMITED INDUSTRIAL TO RETAIL
COMMERCIAL
WHEREAS, an area of approximately 5.91 acres located at the southwest
corner of 30th Street and Edgemere Avenue was designated on the Chula Vista '
General Plan as Research and Limited Industrial, and
WHEREAS, the City Planning Commission set the time and place for a
' public hearing to consider changing the designation on the General Plan to
Retail Commercial, and
WHEREAS, a hearing was held at said time and place, namely. 7:00 p.m.,
April 20, 1977, in the Council Chamber, City Hall, before the Planning Commission,.
.and 5a id hearing was thereafter closed, and
- WHEREAS, a Negative Declaration on IS-76-112, relating to the zoning and
-.development of the subject property, was certified by the Planning Commission
on January 26, 1976.
-NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From facts presented to the Commission, the Commission finds that

-an amendment to the General Plan for approximately 5.91 acres located at the
°southwest corner of 30th Street and Edgemere Avenue,'as shown on Exhibit A,
-from Research and Limited Industrial to Retail Commercial.
2. The findings of fact in support of said determination are as follows:
' a. The Retail Commercial designation is in conformance with the
C-C-P zoning of the property.
b. This designation conforms to the land use and zoning of adjacent
property to the east and west in the City of National City.
3. The Planning Commission recommends to the City Council that said

4. That this resolution be transmitted to the City Council.

1. The subject properties were previously evaluated for environmental impact in conjunc-
tion with action to attach the "P" Precise Plan Modifying District to said properties.
No further environmental action is required.
2. Adjacent General Plan designations:
North - National City
South - Research and Limited Industrial
East - National City
West - National City
3. Adjacent zoning and land use:
North - (National City) R-S-2, R-S-2-FP-OS, C-L-FP; single family residences
South - I-L-P-F; storage building
East - (National City) C-B-D-FP-RD; Town & Country Shopping Center
West - (National City) C-B-D, C-B-D-FP; vacant
4. At this time there are serious constraints to development of much of the property.
The level commercial frontage adjacent to 30th Street is very narrow and the remainder
of the property is subject to flooding. The multiple ownership pattern and configuration
of the property also tend to hamper development. In staff's opinion, the property could
develop under the "P" Modifying District either commercially or industrially, or perhaps
with some combination, without adversely affecting nearby properties. In the absence
