Agreement has been reached with Aztec Bus Lines, Inc, to continue operation
of the Chula Vista Transit bus service during FY 77-78. The agreement
calls for Aztec to provide 438,000 scheduled miles of service for a total
cost of $323,370, a unit cost of approximately 74~ per mile. This is
compared with the current agreement as follows:

A change to Section 2 reserves buses which bear Chula Vista Transit (CVT)
markings for use exclusively in Chula Vista. This change is intended to
eliminate the use of CVT buses in other parts of the San Diego region.
Section 7 - Maintenance and Repairs, includes a new provision which requires
the contract operator to implement a formal preventive maintenance program
for CVT buses and to document the performance of the checks. It is the
intent of this change that a formal process with a performance checklist,
will improve the reliability of the buses used in Chula Vista and thereby
decreases on-road break downs.
Section 11 - Penalty for Failure to Provide Service, is a new section
which introduces a financial penalty if the contractor fails to provide
service because of equipment or operator failure. The intent of this pro-
vision is to encourage the operator to maintain high service reliability

Other provisions of the agreement are essentially unchanged. Minor addi-
tions, deletions, modifications have been made to update and/or clarify
the provisions of the contract.
