ITEM EXPLANATION A. BACKGROUND On February 1, 1977 the City Council adopted revisions to the Environmental Review Policy. One of the changes involved the standards by which consultants are to be judged for inclusion in the list of consultants qualified for the preparation of EIR's for the City of Chula Vista. Many of the firms on the old list are currently preparing documentation of their qualifications to meet the new standards. B. WESTEC SERVICES, INC. Westec Services, Inc. is preparing an EIR for consideration by the City and has submitted information to demonstrate their qualification to be placed on the new list of consultants. This firm has on their staff individuals who meet all the standards for qualification in all areas of expertise except two. The required qualifications include a BA/S degree in the field and one year of work in the field. The two areas in which Westec lacks staff expertise are soils and traffic engineering. In accordance with the Environmental Review Policy Westec has submitted agreements with subcontractors for the preparation of these elements of EIR's.
