ITEM TITLE: Resolution No. 857 ~ Finding of No Significant Environmental Effects
Due to the Community Development Block Grant Projects

ITEM EXPLANATION
Background
The attached finding's of no significant impacts were recommended by the Environmental
Review Committee on March 10, 1977. These notices were published and circulated by
the State Clearinghouse. No comments were received by City staff and the State has
indicated that they have received no comments. These findings are, .therefore, ready
for consideration by the City Council.
Project Description
Six of the projects are continuing projects that the Council has previously found not to
have a significant impact. The ERC has reviewed the projects, the circumstances under
which they are being carried out and found no changes which could result in a significant
impact. The projects are as follows:
1. Senior Citizens Service Center (ERR-76-1)
2. Removal of architectural barriers (ERR-76-3)
3. Reconstruction of public improvements (ERR-76-4)
4. Acquisition of Town Centre properties (ERR-76-5)
5. Building inspections (ERR-76-8)
6. Loan Program (ERR-76-9)
The new projects which have been added to the Block Grant program and are subject to

1. Third Avenue Street Improvements (ERR-77-1)
The project consists of street improvements on Third Avenue
between E and F Streets. Existing curbs, gutters, sidewalks,
and crosswalks will be improved as well as the street
lighting. The physical appearance of the area will be
enhanced through additional landscaping. These improvements
are located in the heart of the Town Centre Redevelopment
project and will contribute to the revitalization of the
downtown business district. The project is budgeted for
$325,000.
2. Storm Drain - Del Mar & Madrona (ERR-77-2)
The existing 18" storm drain system near the intersection of
Del Mar Avenue and Madrona Street is situated in both public
and private properties. The culvert diagonally crosses 251
Madrona under the dwelling located upon that property. The
drainage improvements proposed by this project consist of the
construction of about 345 lineal feet of storm drain culverts
and appurtenances. The construction cost of these improvements
has been estimated to be about $27,000.
