COUNCIL AGENDA STATEMENT FOR MEETING OF: 3/29/77 ITEM TITLE Resolution 162: Approving Amended Agreement with the City of National City for Use of Chula Vista Animal Shelter Services SUBMITTED BY~ City Manager ~- ~/ ITEM EXPLANATION Recently we received a request from the City of National City to revise the procedure utilized for the redemption of their residents' animals. At the present time, a citizen of National City is required to identify the animal in Chula Vista, return to National City to pay fees, and then make a second trip to Chula Vista to gain release of the animal. The object was to enable their citizens to complete necessary business at one location. In addition, access to the animals would be increased as our Animal Shelter is open seven (7) days per week while their offices are closed over the weekend. While investigating the feasibility of an amendment to our existing contract, National City's use of our Animal Shelter facilities was re-evaluated. It was found that the percentage use had increased from 26% to 34%. Consequently, this increased usage has resulted in a higher fee, which has been reduced somewhat due to credit for redemption and adoption fees which will now accrue to Chula Vista. The net result is that the charge will rise from $1,000 per month to $1,100 per month effective April 1, 1977. The term of the agreement will expire June 30, 1978. The City of National City approved the agreement at their meeting of March 22, 1977 and the necessary papers will be executed in the near future. Your approval of this agreement is recommended. At present, a citizen is required to id..ntify the animal in Chula Vista and pay the fees in National City. The pet can then be retrieved from Chula Vista and returned to its National City residence. Under the new amendment, citizens can complete their business in ene location. Collecting the fees in Chula Vista will also expand the citizen's access to his pet from five to seven days a week. Section 6 amends the contract to extend from April 1, 1977 through June 30, 1978. The monthly charge has been adjusted to reflect increased usage (26% to 34°G). If Section 3 is adopted, at each contract renewal, the monthly payment vain be re- evaluated to reflect a credit for fees generated from Iational City. A summary of the cost/revenue basis is attached. Under this analysis, National City will benefit because salaries are computed at current levels. We project that in- creased activity and resulting revenues would generally defray the cost of any sub- sequent salary raises. In any event, a moderate subsic+y could be borne.
