A. BACKGROUND
This item involves a request for approval of a precise plan to place an existing 960 sq.
structure to be used as an office, on a 9000 sq. ft. parcel located on the north side of
"L" Street and 150 feet east of Third Avenue. The applicant is also seeking approval of
a 16 foot wide combination ingress and egress driveway instead of the required width of
24 feet in a commercial zone and a waiver of the zoning wall along the eastern property
line.
B. DISCUSSION
1. Proposed Precise Plan.
The applicant proposes to place an existing 960 sq. ft. building over the drainage
channel on the property. The building is to be supported by pilings. The property will
be served by a 16 foot wide two-way driveway on the westerly side of the site leading to
four offstreet parking spaces at the rear of the property. A portion of the parking area
will also be supported with pilings. Access to the building will be from two wooden decks
on the front and rear of the building connected to the driveway by stairs. A pedestrian
ramp originally planned from "L" Street to the front of the building has been deleted.
2. Architecture.
The applicant has submitted a colored elevation depicting an exterior treatment
consisting of diagonal incense cedar siding, brown trim, interspersed with floor to
ceiling windows. (See exhibit "A").

BOARD/COMMISSION RECOMMENDATION
On May 11, 1977 the Planning Commission, by a vote of 6-0 recommended that the City
Council approve the precise plan for an office building at 287 "L" Street, subject to the
conditions contained in Planning Commission Resolution PCM-77-18.

Staff directed to schedule the matter of the parking calculations
for commercial and multiple family zones for a Council Conference
to be scheduled 'uy the City Manager in the not too distant future.

3. Landscaping
The only proposed landscaping is located to the north of the parking area and in a
7-1/2 foot planting easement in front where street trees or low level planting are to be
installed. The open drainage channel through the property precludes the installation of
more substantial landscaping.
4, Lighting.
The applicant proposes to provide lighting for the parking area which will be low
level and shielded from the adjacent residential areas.
5, Signing.
The only sign proposed i,s a 3' x 9' (27 sq, ft.) wall mounted non-illuminated sign on
the front of the building. This sign will not fit on the elevations shown as Exhibit "A",
therefore a revised plan must be submitted for staff review and approval.
D. ANALYSIS
1. The constraint of the drainage channel bisecting the site requires a rather
unique building design unless the site i.s to be filled in conjunction with the construc-
tion of a box culvert. The applicant's plan to span the drainage area with a limited
commercial building represents a good solution. The reduced driveway width of 16 feet
is justified by the limited frontage of the site, the low traffic volume which would be
generated 6y thus small construction company office, and the limited parking area served
by the driveway..
2. The architecture of the building will be subject to review when a permit is
requested to move the building onto the site, The application is subject to approval by
the Planning Commission and City Council. Because the building is oriented towards "L"
Street, it should be made compatible with the adjacent residential structures which also
front upon "L" Street,

RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE
CITY COUNCIL THE APPROVAL OF A PRECISE PLAN FOR DEVELOPMENT OF'
PROPERTY AT 287 L STREET WITH A ONE STORY OFFICE BUILDING
WHEREAS, in conjunction with an application for change of zone from
R-3 to C-O-P for the property at 287 L Street, a Precise Plan for development
of the site with a one story office building was submitted by K. E. Green,
dba: Sweetheart Construction Company, on March 11, 1977, and
WHEREAS, the City Planning Commission, at a duly advertised public hearing
held at 7:00 p.m. May 11, 1977, in the Council Chamber, City Hall, 276 Fourth
Avenue, considered the Precise Plan for development as submitted, and
WHEREAS, the Planning Commission certified the Negative Declaration on
IS-77-25 covering the proposed development.
NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION finds as
follows:
a. That such plan will not, under the circumstances of the particular case, be
detrimental to the health, safety or general welfare of persons residing or working
in the vicinity, or injurious to property or improvements in the vicinity.
An office building of 960 sq. ft. in this location is compatible with the
adjacent single family area. The building will be approximately 100 feet
from the nearest home and screened from it by a row of eucalyptus trees.
Driveway access to the site is on the opposite side of the building from
the residential area.
b. That such plan satisfies the principle for the application of the "P" Modifying
District.
The proposed plan satisfies the precise plan guidelines proposed for the
development of the site. The structure is one story in height and will be
made architecturally compatible with the adjacent residential area. In
addition, the structure is located above the 100 year flood level.
c. That any exceptions granted which deviate from the und'rlying zoning require-
ments shall be warranted only when necessary to meet the purpose and application
of the "P" Precise Plan Modifying District.
The reduction of the two-way driveway width from 24 feet to 16 feet is
warranted because of the limited amount of frontage afforded for access and
the limited number of parking spaces served by the driveway. The waiver
of the zoning wall is also warranted because of the separation provided by
the drainage channel. The screening fence required in the parking area
will shield the residential uses from the glare of headlights.
' d. The approval, of this plan will conform to the General Plan and, the adopted
policies of the City.
The approval of this project will not adversely affect the General Plan.
BE IT FURTHER RESOLVED that the City Planning Commission recommends to
the City Council the approval of the Precise Plan for an office structure at
287 L Street, the reduction of the driveway width from 24 feet to 16 feet, and
a waiver of the zoning wall, subject to the following conditions:
1. The floor of the building shall be located one foot above the 100
year flood level.
2. The structural supports upon which the building and ramp are to be
constructed shall be located outside the improved drainage channel
unless otherwise specifically approved by the Department of Public
Works.
3. The method of construction and the materials used for the pedestrian
ramp shall be subject to approval by the Department of Public Works and
the Zoning Administrator to ensure that the ramp is designed to with-
stand the impact of a 100 year storm and that it is architecturally
compatible with the building.
4. The location of all guard rails shali be su.bj.ect to approval by the
Department of Public Works and the Zoning Administrator.
5. The building elevations, including colors, shall conform to the colored
elevation filed with the Planning Department.
6. The easterly side of the parking area shall be screened from the
adjoining residential area by a solid wood fence at least 32' in height
and designed and stained to match the exterior of the building.
7. The sewer lateral. shall be located under the driveway and its manner
of suspension under the building shall be subject to approval by the
Department of Public Works and the Building Department.
8. All proposed signs shall be subject to approval by the Zoning Adminis-
trator.
