HomeMy WebLinkAboutReso 2011-035RESOLUTION NO. 2011-035 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $369,309 FROM THE CALIFORNIA EMERGENCY MANAGEMENT AGENCY AND APPROPRIATING FUNDS THEREFOR, ADDING ONE PEACE OFFICER TO THE AUTHORIZED STAFFING LEVEL OF THE POLICE DEPARTMENT, WAIVING THE CONSULTANT SELECTION PROCESS AND APPROVING THE CONTRACTUAL AGREEMENT WITH SOUTH BAY COMMUNITY SERVICES TO PROVIDE GANG REDUCTION, INTERVENTION AND PREVENTION SERVICES WHEREAS, the California Emergency Management Agency has awarded a grant to the Police Department for the Gang Reduction, Intervention and Prevention project; and WHEREAS, through coordination with South Bay Community Services, this grant will focus on gang prevention, intervention and suppression during the two-yeaz project period of January 1, 2011 to December 31, 2012; and WHEREAS, the Police Department is seeking to waive the consultant selection process as South Bay Community Services has tailored their programs to meet the needs of the City and their experience, qualifications and community presence make them a unique service provider; and WHEREAS, acceptance of this grant awazd will add one Peace Officer to the authorized staffing level of the Police Depaztment and approve subcontracting services of South Bay Community Services to support the project; and WHEREAS, the personnel costs of the Peace Officer and services provided by South Bay Community Services beyond December 31, 2012, are contingent upon additional grant funding to support the program. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby accept $369,309 from the California Emergency Management Agency, and appropriate $60,617 to personnel services and $32,278 to supplies & services of the Fiscal Year 2010/2011 Police Grant Fund budget to cover the grant period of January 1 to June 30, 2011, and add one Peace Officer to the authorized staffing level of the Police Department for the Gang Reduction, Intervention and Prevention project. BE IT FURTHER RESOLVED THAT the Mayor of the City of Chula Vista is hereby authorized to execute the Agreement on behalf of the City of Chula Vista. BE IT FURTHER RESOLVED THAT the City Council of the City of Chula Vista finds that the service to be provided is available only from South Bay Community Services as a result of its unique performance capabilities, which have been tailored specifically to the needs of the City and incorporated into the grant application, making a competitive bid process impractical or impossible. Resolution No. 2011-035 Page 2 BE IT FURTHER RESOLVED THAT based upon the above findings, the City Council of the City of Chula Vista, hereby waives the formal competitive bid procedure pursuant to Chula Vista Municipal Code sections 2.56.070 (B)(3) and (4).
