Consultant Agreement and Awarding Con- tract to L7ilbur -Smith & Associates for Performance of Chula Vista Transit' ~ Taintenance Facility Analysis Study SUBMITTED BY Director of Public Works/City Engineer ~~ ~ ~~'" ~ < r ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES NO X ) On March 15, 1977 the City Council passed a resolution approving the City's 1976-78 Federal Aid Urban Program. Included in this FAU package was the construction of a transit center and transit maintenance facility. Subsequent to submission of this program, the staff has learned that financing of the transit portion of this package has been withheld by the U.S. Urban Mass Transportation Administration (UMTA) pending eligibility for UMTA/FHWA Planning Certification. This Planning Certification is also required of the City if it is to apply directly to UMTA for needed transit capital and operating assistance funds. As a requirement for obtaining eligibility for this Certification, the City has been requested by UMTA to provide certain documentation relating to the City's operation and maintenance of its own local transit system. Two of UMTA's primary concerns, which follow, relate to maintenance of CVT equipment: 1. Does the City have an actual need to construct a transit maintenance facility (or expand its existing maintenance yard) to handle mainte- nance of CVT equipment or can San Diego Transit Corporation (SDTC) perform this function at their own facility? Construction of a City transit maintenance facility has already received regional approval for FAU funding assistance. 2. Can maintenance of Chula Vista's local transit system equipment be performed more efficiently, effectively and economically by the City rather than SDTC? Approximately 40-60 City staff man hours will be provided on the project by the Transit Coordinator and Maintenance Superintendent. STAFF RECOMMENDATION Staff recommends awarding the contract for performance of a maintenance facility analysis study to Wilbur Smith and Associates in the amount of $2,400. BOARD/COMMISSION RECOMMENDATION COUNCIL ACTION AGENDA ITEM N0. 16 Supplemental Page 2 December 20, 1977 to perform this important and complex maintenance facility analysis study at a cost of $2,400. We anticipate that the study will begin in December and will be completed in January of next year. This study, along with other required documentation provided by City staff and two regional planning agencies, will be forwarded to UMTA prior to February 1, 1978. Staff hopes to receive eligibility for Federal Transit Planning Certifi- cation by May.
