Attached is my memo to all employees relative to the services
of these retirees.

Resolutions for Retirees
The following gals are retiring in December:
Jo Shipley - December 14
l+fidge Redden - December 30
Bluma Levine - December 30
You indicated that all three should receive a resolution
from the City Council. Could this be scheduled for the
Council meeting of December 13?
Date; Jo was hired on March 5, 1951
Midge was hired on April 17, 1950
Bluma was hired on May 11, 1957

Subject: Retiring Employees
I wish to announce that the following individuals will be retiring this month, after
long years of loyal and diligent service. They are: Fire Chief William P1. "Bud"
Smithey (30 years), City Librarian Bluma Levine (20 years), Senior Account Clerk
Margery "Midge" Redden (27 years) and Account Clerk Josie "Jo" Shipley (26 years).
Add it up - that's 103 years:
Fire Chief William M. "Bud" Smithey's disability retirement became effective December 1,
drawing the curtain on more than 30 years of service, Born in Snyder, Oklahoma on
April 7, 1925, he moved to Chula Vista in 1939. He was the first Fire Marshal and
established the Fire Prevention Bureau in 1953. In August, 1970, Smithey was appointed
Chief of the department. Chief Smithey received a 30-year service pin and certificate
from Mayor Will Hyde at a City Council meeting last April. This event, which had a
sizable turnout, was a notable tribute for his long and continuous loyal service to the
Cityo We assume he will be following his favorite pasttimes - camping at Lake Jennings
and restoring old clocks.
City Librarian, Bluma Levine, will retire December 31, after 20 years of service with the
City. Born in Sioux City, Iowa, she moved to California in 1939. After owning and operating
several sportswear shops in the Los Angeles area, she and her husband, Jack, moved to
this area. Bluma was one of eight when she joined the library staff in 1957. She has been
Head Librarian since August, 1962, citing as her biggest accomplishment the development of
the new library. A desire to spend more time with her grandsons Michael, 3, and Jordan,
5 months, plus plans stemming from her husband's retirement next year, has prompted her
decision to retire. Two little grandchildren are going to be a little more spoiled as a
result of Grandma Bluma Levine's decision.
Margery "Midge" Redden will be leaving this month after completing more than 27 years of
service in the Personnel Department. Born in Portsmouth, New Hampshire, Midge came to
Chula Vista in 1946. Commencing her career with the City as a Personnel Clerk in 1950,
she has served as Senior Account Clerk for the past five years and has been an invaluable
resource for the Personnel Department. Anyone who receives a paycheck from the City has
depended upon her accurate and professional mark. When not traveling, she will probably
be found tending her garden.
The Purchasing Department will be losing Account Clerk Josie "Jo" Shipley this month as
well, concluding 26 years of service. Jo was born in Hamilton County, Illinois, and
moved to California in 1946, settling in Chula Vista in 1948. She has been employed by
the City since 1951 and has been a valuable asset to and will leave a large void in the
Purchasing Department. It is expected that Jo will be kept occupied indulging in her
favorite pasttimes - her 2 grandchildren, Kip and Lisa, and traveling. She has already
been to Europe, the Far East, South America and "Las Vegas".
The employees of the City of Chula Vista join in thanking Bud, Bluma, Midge and Jo for
their many years of service and friendship, and wish nothing but the best for them in
the coming years.
