ITEM TITLE Resolution #8926 - Adopting regulations for candidates for elective office
pertaining to materials submitted to the electorate and
the costs thereof

ITEM EXPLANATION

On May 6, 1976, the Attorney General of the State of California
issued the opinion that a candidate may not be billed for the
additional cost of preparing candidates' statements in Spanish
if such were not requested by the candidate, but were required
solely by reason of recent amendments to the Federal Voting Rights
Act of 1965.
Since that time, most of the cities surveyed have adopted the
policy to pay for all the Spanish translations.
If the Council agrees to this policy, a special appropriation
may be required if the cost of the election exceeds the amount
budgeted, since this was not considered at the time the budget
was approved.
