Goldman and Associates and Appropriating Funds for Architectural Services for Civic Center Administration Building Renovation SUBMITTED BY Director of Public Works/City Engineer ITEM EXPLANATION (4/5TH'S VOTE REQUIRED YES x NO ) On December 13, 1977, the City Council authorized staff to proceed with the renovation of City Hall. At that time, the Director of Public Works indicated that when the Architectural Agreement for the renovation had been negotiated, he would return to Council for appropriation of funds. As the renovation of the Civic Center Administration Building will be limited to basic functional items (mechanical, electrical and insulation, primarily) and as financing alternatives for the renovation are severly limited, it is staff's opinion that a more accurate estimate of renovation costs and construction alternatives should be obtained. A normal part of the architectural services that would be provided during the renovation of the building is the program development and cost estimate phase. During this phase, the architect would provide mechanical and electrical drawings; drawings indicating the location of walls to be left as is, removed and installed; and cost estimates for the major items of work to be accomplished. As this phase would have to be done anyway, staff feels that doing the program development and cost estimate phase as a separate item will enable the Council to evaluate the approximate costs of the renovation project and determine what alternatives might be taken in construction. The unappropriated balance of Federal Revenue Sharing Funds can be used to fund this agreement. STAFF RECOMMENDATION 1. Approve agreement with Donald R. Goldman and Associates for program development and cost estimate phase of Civic Center Administration Building renovation. 2. Appropriate $8,000 from the unappropriated balance of Federal Revenue Sharing Funds to Account 636-6360-5201, Professional Services. However, due to the wide range of possible improvements needed for a mechanical system, Don Goldman, the Architect, and Gene Grady, the Building and Housing Director, recommend this procedure for this contract. This procedure is commonly used successfully by other agencies. At the end of this phase the Architect will be required to furnish all plans, drawings, specifications and estimates to the City of Chula Vista prior to going into the next phase. The City then will have the opportunity to select a different Architect should Mr. Goldman's fee for success- ive phases prove excessive. The attached agreement with Donald R. Goldman and Associates will accomplish the above. At the end of this phase, Council will have a fairly clear idea of exactly what will be done to the Civic Center Administration Building, how much it will cost, and what alternatives might be employed in the renovation.
