ITEM TITLE Resolution~90Ld: Rejecting Bids for the Construction of "G"
Street Relief Sewer

At 11:00 a.m. on March 16, 1978, in the Council Conference Room, the staff
received sealed bids for the construction of "G" Street Relief Sewer Betwe
Third Avenue and Fourth Avenue. The scope of the project includes instal-
lation of approximately 1350 lineal feet of 12" sewer, construction of 4
manholes and connection to two existing manholes.
Bids were received from two contractors as follows:
1. Mike Masanovick Const. Co. Inc. $ 71,568.00
2. Metro-Young Construction Co. 129,544.00
The low bid submitted by Mike Masanovick Const. Co. Inc. exceeds the
Engineer's estimate by $15,072. This low bid exceeds the Engineer's
estimate of $56,496 by 26.7%.
It is the staff recommendation that the City reject all bids received on
March 16, 1978 and re-bid the project in 3 to 4 months. The reasons for
this recommendation are as follows:
1. Staff feels that substantial savings may be realized by a change in the
specification to allow for the closing of "G" between Third and Fourth
Avenues to through traffic during construction. Access into adjacent resi-
dences would be maintained. Staff intends to re-bid the project with the
special provision that the contractor may close "G Street between Third and
Fourth Avenues to through traffic.
2. Staff believes that the number of bidders is indicative of the

STAFF RECOMMENDATION
1. City Council adopt resolution rejecting all bids received on March 16,
1978 for the Construction of "G" Street Relief Sewer from Third Avenue to
Fourth Avenue.
2. Direct staff to re-advertise for bids for this project when they deem
appropriate (approximately 3 to 4 months).

construction activity now occurring in the San Diego area. Re-bidding at a
later date when construction activity has slowed down is expected to result
in more bidders.
3. The fact that only two bids were received makes it questionable whether
the City obtained competitive bids. It is difficult to evaluate these two
bids without a third bid or more by which to judge them.
4. The construction of this project is necessary. Staff recommends that
the project be completed before the beginning of the next rainy season. To
meet this criteria will require re-advertising the project for bid in July
so construction can be completed by November.
