Contractors needed to be familiar with many different standard drawings and specifications. It was suggested that, as a means of saving construction costs, there be established a uniform set of specifications and standard drawings to be used by all agencies within the San Diego region. ~~ ~- In 1973, at meetings held between cities and County staff, it was decided that the basis for standard specifications in the San Diego area would be the A.P.W.A. (American Public Works Association) Stan- dard Specifications for Public Works Construction (Green Book). The Green Book would be modified and adopted for use by all the public agencies within the San Diego region. It was suggested that the County act as the coordinating agency in preparing a uniform set of standard drawings and specifications, publish them and assume the responsibility for their continued up- dating and maintenance. The County Engineer asked the County Board of Supervisors to adopt a policy giving the County Engineer Department the responsibility of coordinating a standardization program and to provide the necessary funding for such an effort. On October 16, 1973 the Board of Supervisors adopted Policy I-50 entitled "Preparation of Standard Specifications and Standard Drawings for Public Works Projects." This policy authorized the County Engineer to coordinate the preparation, maintenance and distribution of regional standard specifications and standard drawings. At the head of the or- ganization is the Regional Standards Committee. This committee is comprised of representatives from County of San Diego, cities in San Diego County, and interested industry throughout the County. The City of Chula Vista, during the last several years, has been a member on the Regional Standards Committee and participated in the preparation of the uniform set of standard drawings and specifications to be used in the San Diego Area. As a result of the work of this committee, two separate booklets have been published. First, a package of Regional Standard Drawings and second, a package of Standard Special Provisions representing modi- fications to the Green Book. At the present time, the City of Chula Vista is one of the few re- maining agencies in San Diego County which has not adopted the Standard Specifications for Public Works Construction (Green Book) and the San Diego Area Regional Standard Drawings (see Attachment A). The main work of the Regional Standards Committee is completed; however, the Committee will continue to review the Green Book and subsequent additions along with the Regional Standard Drawings and will recommend additions and modifications as necessary. The Director of Public Works will have copies of the material recom- mended for adoption available for Council review in the office of the Department of Public Works, the office of the City Clerk, and at the Council meeting. STAFF RECOMMENDATION That the City Council: 1. Adopt the document entitled, "Standard Specifications for Public Works Construction," 1976 edition, for use on work under the jurisdiction of the Public Works Department, and direct that a copy of this document be placed on file in the office of the City Clerk and the Department of Public Works. 2. Adopt the "Standard Special Provision," 1976 edition, for incor- poration in the "Standard Specifications for Public Works Con- struction," 1976 edition, and direct that a copy of this docu- ment be placed on file in the office of the City Clerk and the Department of Public Works. 3. Adopt the document entitled "San Diego Area Regional Standard Drawings," dated December 1975, for use on work under the juris- diction of the Public Works Department, and direct that a copy of this document be placed on file in the office of the City Clerk and the Department of Public Works. 4. Adopt the document entitled "Errata for Regional Standard Drawings December 1975" approved by the Regional Standards Committee, April 1977, and direct that a copy of this document be placed on file in the office of the City Clerk and the Department of Public Works.
