RESOLUTION OF THE- CITY COUNCIL OF "1'IiE" -CITY OF CHULA
VISTA, APPROVING AGREEMENT BETWEEN THE CITY OF CHULA
VISTA AND THE CHULA VISTA VISITORS AND CONVENTION
BUREAU, INCORPORATED IN REGARD TO THE EXPENDITURE OF
CITY FUNDS APPROPRIATED
AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT
The City Council of the City of Chula Vista does hereby
resolve as follows:
NOW, THEREFORE, BE IT RESOLVED that that certain agreement
betwreen THE CITY OF CHULA VISTA, a municipal corporation, and
THE CHULA VISTA VISITORS AND CONVENTION BUREAU, INCORPORATED, a
nonprofit organization, in regard to the expenditure of City funds
appropriated
dated the 11th day of January 19~_, a copy of
which is attached hereto and incorporated herein, the same as though
fully set forth herein be, and the same is hereby approved.
BE IT FURTHER RESOLVED that the Mayor of the City of Chula
Vista be, and he is hereby authorized and directed to execute said
agreement for and on behalf of the City of Chula Vista.

AGREEMENT SETTING OUT TERMS AND
OBLIGATIONS OF THE CHULA VISTA
VISITORS AND CONVENTION BUREAU,
INCORPORATED IN REGARD TO THE
EXPENDITURE OF CITY FUNDS APPRO-
PRIATED
THIS AGREEMENT,,made and entered into this 11th day of January, 1978,
by and between the CITY OF CHULA VISTA, a municipal corporation, hereinafter referred
to as "City", and the CHULA VISTA VISITORS AND CONVENTION BUREAU, INCORPORATED, a
nonprofit organization, hereinafter referred to as "Bureau";
WITNESSETH:
WHEREAS, the City Council of the City of Chula Vista has determined
that the function of Bureau serves a valid public purpose, and
WHEREAS, the City Council of the City of Chula Vista desires to encourage
the beneficial aims of the Bureau organization through appropriation of reasonable amounts
of City funds, and
WHEREAS, the City Council has established a policy for consideration of
requests for funding by private organizations and individuals, and
WHEREAS, such policy stipulates that no expenditure may be made out of
any appropriation awarded said organizations unless an agreement has been reached between
the parties setting out the terms and obligations for the expenditure of such funds, and
WHEREAS, the City Council has established a Mayor's Advisory Committee
on tourism and convention promotion within said City, and
WHEREAS, said Mayor's Advisory Committee, meeting with members of the
Chula Vista pisi-tors and Convention Bureau, has recommended that the entire $25,000
in budgeted funds for 1977-78 be allocated to the Bureau, and
WHEREAS, expenditures of said funds will be monitored by the Mayor's
Advisory Committee, who will recommend to the City Manager payment of funds that are
deemed appropriate by the Mayor's Advisory Committee.

NOW, THEREFORE, IT IS MUTUALLY AGREED by and between the parties hereto
1. The Chula Vista Visitors and Convention Bureau, Incorporated, a
nonprofit organization, organized under the laws of the State of California has hereforth
been organized for the purpose of promoting and advertising the City of Chula Vista so
as to increase and enhance the tourist trade in the City of Chula Vista and provide in-
formation to visitors and assistance to conventions in said City.
2. The Bureau agrees to stay open seven days a week during the hours of
9:00 a.m. to 5:00 p.m. to aid and assist all visitors coming into the Bureau's offices
at I-5 and E Street, and I-805 and Bonita Road, including the extended hour period during
the summer. Specifically, the extended hours will be from at least 5:00 to 8:00 p.m.,
seven days a week at the I-5 site, and from at least 5:00 to 6:00 p.m. seven days a
week at the I-805 site, from July 2 through September 6, 1977.
3. The City of Chula Vista desires to utilize the services of such an or-
ganization to promote and advertise the City of Chula Vista so as to improve and enhance
the tourist trade in the City and has heretofore appropriated the sum of $25,000 to be
expended during the 1977-78 fiscal year for said purpose.
4. The Bureau agrees to spend City appropriated funds to meet bona fide
operations and expenditures incurred in performing the activities mentioned above and as
approved by the Mayor's Advisory Committee.
5. The Bureau agrees the Mayor's Advisory Committee will participate
and monitor programs and expenditures of the Bureau and, from time to time, may recommend
changes in said programs and expenditures.
6. The Bureau agrees to submit, on a quarterly basis, a complete record of
all expenditures and, on an annual basis, an audited financial report of the previous
year's activities and expenditures. Also, the Bureau shall specifically list the purposes
furthered by the City's appropriated funds, either on a quarterly or yearly basis.
Disbursement of City funds will be made at the end of each quarter for the preceding
quarter subject to the review and recommended approval of all expenditures by the Mayor's
Advisory Committee. The Bureau further agrees to submit, along with their quarterly
expenditure report, a summary of activities and programs conducted during the pre-
ceding quarter and statistical information on the visitors served at each facility.
IN WITNESS WHEREOF, the parties hereto have caused this agreement to
be executed the day and year first hereinabove set forth.
