RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING TENTATIVE SUBDIVISION MAP OF CHULA
VISTA WOODS SUBDIVISION AND CERTIFYING THE ENVIRON-
MENTAL IMPACT REPORT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, San Marcos Development Company has requested the
approval of a tentative map for the subdivision of 20 acres into 55
lots, 54 of which are proposed to be developed with single family
dwellings, to be known as Chula Vista Woods, and
WHEREAS, the Environmental Review Committee of the City
of Chula Vista conducted an Initial Study, 78-2, of the potential
impacts of said project and determined that it could have a signifi-
cant environmental impact and therefore required that an Environmental
Impact Report be prepared on the project, and
WHEREAS, San Marcos Development Company selected Grabhorn
Engineering Corporation from the approved list of environmental con-
sultants and an application for a draft Environmental Impact Report
was submitted to the City of Chula Vista, and
WHEREAS, consultation with other responsible agencies was
carried out by the Environmental Review Coordinator and a draft
Environmental Impact Report on said project was issued by the En-
vironmental Review Committee, and
WHEREAS, legal notice of the availability of said draft
Environmental Impact Report was given through publication in a paper
of general circulation and a notice of completion was filed with the
Secretary of Resources for the State of California, and
WHEREAS, comments on the adequacy of the draft Environmental
Impact Report were received and a response to said comments was pre-
pared by the Environmental Review Section of the Planning Department
of the City of Chula Vista, and
WHEREAS, the Planning Commission of the City of Chula Vista
held a public hearing on said draft Environmental Impact Report and
adopted a final Environmental Impact Report, and
WHEREAS, the Planning Commission of the City of Chula Vista
has heretofore approved that certain tentative map of a subdivision
to be known as Chula Vista Woods and has recommended that the City
Council approve said tentative map subject to the conditions as recom-
mended in their Resolution No. PCS-77-5, adopted on the 23rd day of
November, 1977, a copy of which is attached hereto and by this refer-
ence made a part hereof, the same as though fu]_ly set forth herein.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Chula Vista does hereby certify that EIR-78-3 has been reviewed
and the information considered, and that it has been prepared in accor-
dance with CEQA 1970, as amended, the California Administrative Code
and the Environmental Review Policy of .the City of Chula Vista.
BE IT FURTHER RESOLVED that the City Council of the City of
Chula Vista does hereby approve the tentative subdivision map of Chula
Vista Woods in accordance with Resolution No. PCS-77-5 of the Planning
Commission and subject to the conditions enumerated therein.

RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO ,
THE CITY COUNCIL THE APPROVAL OF THE TENTATIVE SUBDIVISION
MAP KNOWN AS CHULA VISTA WOODS
WHEREAS, San Marcos Development Company submitted a tentative subdivision map
to subdivide 20 acres into 54 single family residential lots and one open space lot
to be known as Chula Vista Woods, and
WHEREAS, Section 66473.5 of the Government Code provides that approval of a
subdivision map shall be based upon findings of consistency between the subdivision
map and the adopted General Plan of the local jurisdiction, and
tJHEREAS, the Planning Commission set the time and place for a public hearing
to consider said tentative map, and notice of said hearing, with its purpose, was
given by the publication in a newspaper of general circulation in the City at
least 10 days prior to the date of said hearing, and
WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., November 23,
1977 in the Council Chamber, Cith Hall, before the Planning Commission and said
hearing was thereafter closed, and
WHEREAS, the environmental impact report, EIR-78-3, relating to this project
was adopted and certified by the Planning Commission on November 23, 1977.
' NOW THEREFORE BE IT RESOLVED AS FOLLOWS:
1. From the facts presented to the Planning Commission, the Commission finds
that the subdivision map known as Chula Vista Woods is consistent with the General
Plan for the City of Chula Vista as follows:
a. Land Use Element - consistent. The General Plan designates this site
for medium density residential development. The proposed project density
of 2.7 dwelling units per acre is consistent with this designation.
b. Circulation Element -consistent. The proposed circulation pattern will
discourage traffic through the development, and will therefore promote a
desirable residential atmosphere.
c. Housing Element - consistent. The project will provide decent housing in
a well ordered residential neighborhood, and has had an affirmative Fair
Housing Marketing Plan approved by F.H.A. Due to land and improvement
costs, the anticipated price range of the homes will be out of reach of
the low and moderate income families. The developer has explored the
available programs and finds that there is no government subsidy program
which would enable the low and moderate income families to purchase a home
within this development.
d. Conservation, Open Space, and Parks and Recreation Elements - consistent.
The Conservation Element diagram does not note any natural resources on
the site. The developer will dedicate approximately seven acres of
open space to the City in conformance with the General Plan.
e. Seismic Safety and Safety Elements -consistent. Due to the site's
adjacency to the La Nacion Fault System, the subdivider is submitting
a geologic report in conformance with the requirements of the Seismic
Safety Element. Extension of public improvements, right-of-way widths
and turn-arounds meet or exceed Safety Element standards.
f. Noise Element - consistent, The Noise Element recognizes the need to
continue to utilize the City's environmental review process to evaluate
and ameliorate any noise impact.
g. Scenic Highways Element - consistent, The site does not abut a "Scenic
Route" or "Gateway."
h. Bicycle Routes Element - consistent, The project does not require special
provisions for bicycle travel.
i. Public Buildings Element - consistent. Public buildings are neither
proposed nor required on the project site.
2. The Planning Commission recommends to the City Council that tentative map
PCS-77-5 for Chula Vista Woods be approved, subject to the following conditions:
a. A revised tentative map shall be submitted to Engineering and Planning
staff for approval prior to submission of the tentative map to the
City Council. The revised map shall show the following additions and
and corrections:
(1) Temporary cul-de-sac or permanent cul-de-sac shall be shown at
the end of Ruby Avenue in accordance with City Council Policy
No., 60001.
(2) The sewer at Ruby Avenue and at Onyx Court shall each terminate
with a manhole at the subdivision boundary line.
(3) Brandywine Drive shall be corrected to Brandywine Avenue.
(4) New street names shall be selected from the alternates listed
on the map.
(5) The typical section for offsite portion of Saphire Street shall be
corrected to show curb, gutter and sidewalk on the north side and
32 feet of pavement.

b. The offsite portion of Saphire Street, lying between Brandywine Avenue
and the easterly subdivision boundary, shall be constructed to ultimate
structural standards. Improvements for the offsite portion of Saphire
Street shall include but not be limited to curb, gutter and sidewalk
along the north side of the street, 32 feet of pavement, drainage
facilities, and street lights. A Portland cement concrete crossing
shall be installed across Saphire Street to accommodate farm equipment.
Appropriate driveway approaches shall be constructed for this farm
equipment crossing.
c. The developer shall construct intersection improvements at the inter-
section of Saphire Street and Brandywine Avenue. These intersection
improvements shall include, but not be limited to curb, gutter and
sidewalk in the area of the north curb return, curb and gutter along
Brandywine Avenue, with curb radius designed to allow turning movements
at the intersection, 32 feet of pavement within the intersection between
centerline and the curb and gutter, street lights and drainage facilities.
d. The developer shall construct an offsite gravity sewer system to serve
the subdivision. This gravity sewer shall connect to the existing
sewer at the intersection of East Palomar Street and Oleander Avenue.
e. The sewer shall be extended easterly of Oleander Avenue along the ultimate
centerline alignment of East Palomar Street. The sewer shall extend at
a grade to serve properties lying southerly and east of the Chula Vista
Woods Subdivision. A paved access road shall be provided along the
offsite sewer for city sewer maintenance vehicles and equipment. The
sewer maintenance access road shall be 12 feet wide and shall be
constructed to an alignment and grade and with a structural section
approved by the City Engineer.
f. The developer shall request annexation of Chula Vista Woods subdivision
into the service area of the i~ontgomery Sanitation District; the annexa-
tion shall be completed prior to approval of the final map by the City
Council.
g. All drainage facilities within the subdivision and offsite shall be
subject to approval by the City Engineer.,
h. The developer shall be responsible for acquiring all offsite right-of-way
for streets, sewers and drainage facilities, and shall be responsible
for paying all costs of acquiring right-of-way, including legal fees,
attorney fees, court fees and administrative fees.
i. The developer shall submit a petition to form an open space maintenance
district for the maintenance of the natural open space within the
subdivision or dedicate the open space to the City. Such dedication or
formation of the open space maintenance district shall occur prior to
or concurrent with the approval of the final map by the City Council.
j. The developer may request a reimbursement agreement in accordance with
Ordinance No. 1764. Reimbursement will be for offsite improvements which
benefit properties other than the subdivision.
k. In the event an improvement district is formed for the construction of
improvements along Telegraph Canyon Road and Brandywine Avenue, the
developer will participate in the district.
1. The developer shall comply with all the requirements of the Chula Vista
Municipal Code as it pertains to subdivision improvement .plans and the
final map shall be prepared in accordance with the City of Chula Vista
Subdivision Manual.
m. Fire Department requirements include:
(1) Fire flow shall be 1,000 gpm for two hours duration. If wood
shingles are used for roof covering, the fire flow shall be
increased to 1500 gpm for two hours duration. The fire flow shall
be based upon a minimum of 20 p.s.i. residual operating pressure
in the street mains from which the flow is measured at the time of
measurement.
(2) A total of three fire hydrants will be required. The hydrants
shall have one 2%2" outlet and one 4" outlet. Installation shall
be in accordance with standard specification. The approximate
location of the hydrants shall be at lots 1, 7 and 22.
n. A decorative wall or fence with masonry pilasters shall be placed on the
property lines adjacent to the open space lot and the SDG&E easement.
o. Lot 31 shall have a minimum usable lot depth of 90 feet.
p. The landscaping and irrigation concept of all manufactured slopes shall
be determined prior to the submittal of formal plans. The developer
shall contact and work with the City Landscape Architect in the formulation
of said plans regarding plant materials and methods of irrigation.
q. The slopes on the SDG&E easement shall be a ratio of 4:l or less,
provided permission can be obtained from the utility company.
r. A split rail fence shall be utilized along both sides of the offsite
portion of Saphire Street.

s. An easement for future grading purposes shall be granted to the City
on the slope areas on lots 1, 2, 3, 4, 10, 11, 27, 28, 29, and 54 adjacent
to the future development areas.
3. That this resolution be transmitted, along with the Tentative Map, to the
City Council, and a copy of-this resolution be transmitted to the applicant.
