HomeMy WebLinkAboutReso 1977-8952RESOLUTION NO. 8952 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING A COUNCIL POLICY CONCERNING PUBLIC SERVICE DIRECTIONAL SIGNS ON PUBLIC STREETS AND ESTABLISHING FEES FOR THEIR INSTALLATION The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the City has received requests for directional signs from civic and public service organizations and feels that the unregulated proliferation of such signs could have a detrimental effect on traffic, and WHEREAS, it is desired that a policy be adopted regulating the installation of such signs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that that certain policy concerning public service directional signs on public streets as set forth in Exhibit "A", attached hereto and incorporated herein by reference as if set forth in full, be, and the same is hereby adopted. This policy is not to be con- strued to regulate in any manner signs erected by any municipality, County or State agency for the purpose of regulating or directing traffic. i POLICY A. Definition Public service directional signs shall be construed to mean directional signs relating to chruches, general hospitals, ~ public welfare organizations, public service clubs, schools parks and other non-profit places of public assembly. I B. Limitations No sign shall be permitted in a public street right-of-way unless in accordance with this policy, except signs erected by a governmental agency for purposes of traffic control and direction. C. Permission Permission to install public service directional signs shall be obtained from the Director of Public Works. If a sign is to be located on a State Highway, the requesting organiza- tion shall obtain prior approval for the installation from the California Department of Transportation. D. Location of Signs 1. Location of signs shall be inspected by the Director of Public Works of the City of Chula Vista or his represen- tative. 2. Signs shall not be permitted within 200 feet of traffic signals, or within 100 feet of official directional or regulatory signs (Stop, Speed, Parking, etc.), or closer than SO feet to bus loading zone signs. Under special conditions the Director of Public Works, or his represen- tatives may modify distance requirements relative to other signs. Signs shall observe all Sections of the Vehicle Code - Safety laws. 5. At locations where two or more private directional signs are located within 200 feet, all shall be grouped on single posts or panels. 6. Signs shall not be permitted on a major street if the institution is located on that major street. E. Construction Design and Material of Signs 1. All Signs shall be of porcelain enameled steel, and of standard size - 18" x 24". I 2. All signs shall be of standard color - white background and blue lettering and border. 3. A 3/8" border 1/4" in from the edge of sign shall be provided. 4. Not more than three lines of copy will be permitted, with a minimum height of 24" plain capital block lettering, and all signs shall include an arrow at the bottom of sign to indicate direction. 5. No seals, emblems or insignia, nor any other color paints will be permitted on signs. 6. Posts and hardware for signs will be furnished by the City. 7. ADOPTED DY RESOLUT i Oi~ idO , I;~A~TED F. Furnishing of Signs All public service directional signs shall be furnished by the requesting organization. G. Installation and Maintenance 1. The City will install all signs covered by this policy and be reimbursed in advance by the requesting organiza- tion at the rate of $20.00 per sign. This charge shall include all labor, material, posts and brackets for complete installation. 2. Routine preventative maintenance (as received by official signs) will be performed by the City at no extra charge. If at any time the signs are found to have deteriorated beyond the point where maintenance can provide an accep- table appearance, the Superintendent of Streets shall remove the sign and notify the owner. If the owner elects to furnish a replacement sign, he shall do so within thirty days after notification and shall reimburse the City of installation of such sign by pre-payment of a $10.00 service charge. 3. Any sign damaged or lost by accident or malicious conduct shall be replaced at no cost to the City. No service charge shall be required in this case. 4. Should a place of assembly move to a new location, any public service directional signs required for a new location shall be considered as new signs and subject to the $20.00 installation charge. Anew application will also be required in this case. 5. Should a place of assembly cease its operation at a particular location, the owner of the sign shall notify the Superintendent of Streets within the fifteen (15) days after said cessation in order that the existing directional signs may be removed. H. The number and location of signs, sign legend, and other information showing conformity with this policy shall be indicated. The application will be reviewed and either approved or dis- approved, and returned to the requesting party. Reasons for disapproval will be shown on the returned application. The signs shall be delivered to the Public Works Department and installation cost shall be deposited with the City Finance Director's Office, City Hall, Chula Vista, California within 90 days following the approval of the application; upon receipt of the signs and deposit, the installation shall be ordered if all the above conditions have been met. 1
