SUMMARY
On January 18, 2011, Council approved three minor amendments to the Urban Core
Specific Plan and staff suggested that one final workshop be held for the Third Avenue
Streetscape design. The final workshop was believed to be an important final component
of the revitalization effort for Third Avenue and would engage the public, provide value
and benefit the business owners and would close the circle on the public outreach effort.
In addition, staff indicated that the workshop could possibly enhance the Streetscape
design, as well as identify additional components for future private and public
improvements.
Council action is requested for approval of the final design of the Third Avenue
Streetscape design. Upon approval, staff will complete design and initiate the public
bidding process for the project. The action will result in City staff redesigning the current
plan along with updating the associated costs. Prior to publicly bidding the project, staff
will determine the northerly limits and scope of the first phase, per the available funding.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed project for compliance
with the California Environmental Quality Act (CEQA) and has determined that the
proposed project was adequately covered in a previously adopted EIR. Pursuant to the
California Environmental Quality Act (CEQA) on April 26, 2007 the City, acting as Lead
Agency, certified Final Environmental Impact Report-06-O1 ("FEIR-06-O1) for the Urban
Core Specific Plan ("UCSP"). On Januazy 25, 2011 the City, acting as Lead Agency,
having found and determined that certain amendments to the UCSP, including the subject
Streetscape Master Plan, would not result in significant unmitigated impacts and that only
minor technical changes or additions to FEIR-06-O1 were necessary and that none of the

conditions described in Section 15162 of the State CEQA Guidelines calling rfor the
preparation of subsequent document had occurred adopted an Addendum to FEIR-06-O1;
therefore, approval of the subject Third Avenue Streetscape design requires no further
CEQA actions or determinations.

DISCUSSION
To develop and organize the final workshop with staff, the City contracted with
PlaceMakers, a consulting firm that specializes in facilitating charrette workshops for
public agencies. In addition to facilitating and leading the final workshop with the
public, business owners and all other stakeholders, a website for the Third Avenue
Streetscape was activated. The website enables the public to read about the workshop,
access workshop dates and locations and provides a place where the public can provide
comments on the project to staff and the consultant.
A total of 3 evening workshops were held. Two workshops were held on Third Avenue
at "Just Java" 285 Third Avenue in The Village. The final workshop and final public
presentation was held in Council Chambers on Friday March 11`h. In addition to the
evening workshops; additional special "focus" meetings with community leaders were
held. Invitees to these special "focus" meetings were the Mayor and Council, Chula
Vista Redevelopment Corporation, Design Review Board members and the Third Avenue
Village Association Design Committee members. Attendance was voluntary at all
workshops and meetings.
A published notice in the local newspaper and through mail outs accomplished
advertising of the evening workshops to the public. The radius area and subject group
were property owners, business owners and tenants between E Street and H Street and
between 2nd Avenue and 4`h Avenue. A total of over 2,000 residents were noticed
through this mail out. Combined participation at all workshop efforts totaled
approximately 170 participants.
As a result of the public workshops, some of the changes recommended by the consultant
to improve the current plan included; aggregating the use of pavers into a "common
pavement area" as opposed to the use of pavers at sidewalk corners and bands of pavers.
Pavers would still be utilized in crosswalks. Also, the consultant recommends that the
the shape of several planters shown in the current plan be reconfigured. The consultant is
also recommending that with Phase I, the existing landscape planter bunkers boxes on
Third Avenue between E Street and F Street be eliminated. This intervention would open
up the sidewalk visually and provide more visibility to businesses and a more open
feeling for pedestrians. These recommended changes are more changes to design style to
what is already planned.

DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found a conflict; in
that council member Castaneda has property holdings within 500 feet of the boundary of
the property, which is the subject of this action.
CURRENT YEAR FISCAL IMPACT
There are no impacts to the General Fund for this action. The action will result in City
staff redesigning the current plan along with updating the associated costs. Prior to
publicly bidding the project, staff will determine the northerly limits and scope of the first
phase, per the available funding.
ONGOING FISCAL IMPACT
This action does not have on-going fiscal impacts. However, long-term maintenance
costs of the Third Avenue Streetscape are to be provided by the Third Avenue Village
Association (TAVA). The City will enter into an agreement with TAVA for maintenance
of any and all improvements and enhancements which exceed those normally provided
by the City for a City street.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE FINAL DESIGN FOR THE
THIRD AVENUE STREETSCAPE
WHEREAS, the Urban Core Specific Plan (UCSP) was approved by Council in
2007 and required the preparation of a Streetscape Master Plan for Third Avenue, named
the "Third Avenue Streetscape Master Plan (TASMP); and
WHEREAS, the TASMP has been prepared by City Staff, and City Staff has held
numerous public outreach workshops with various stakeholder groups to solicit input and
these workshops were necessary to prepare the TASMP; and
WHEREAS, stakeholders groups included business owners; the public; various
Commissions and Boards; the Third Avenue Village Association (TAVA) and Design
Committee; and
WHEREAS, City Staff determined that a final workshop was needed to engage the
public and close the circle on the public outreach effort and this final workshop is an
important final component of the revitalization effort for Third Avenue; and
WHEREAS, City Staff indicated that as a result of the final workshop and input
and recommendations from the public and the consultant changes and enhancements to
the TASMP could occur; and
WHEREAS, the final workshop was a week long effort and was facilitated by an
outside consultant, who specializes in Charrette's and working with public agencies; and
WHEREAS, a total of 3 evening workshops were held, two workshops were held
on Third Avenue at "Just Java" on Mazch 7, 2011 and March 9, 2011 and a final
workshop was held on Mazch 11, 2011 in Council Chambers; and
WHEREAS, a published notice in the local newspaper and through mail outs

City, acting as Lead Agency, having found and determined that certain amendments to the

were necessary and that none of the conditions described in Section 15162 of the State
CEQA Guidelines calling for the preparation of subsequent document had occurred
adopted an Addendum to FEIR-06-O1; therefore, approval of the subject Third Avenue
Streetscape design requires no further CEQA actions or determinations.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista hereby approves the final design for the Third Avenue Streetscape, a copy of
which shall be kept on file in the office of the City Clerk.
