The increased funding will allow staff to better maintain and manage energy-related systems in municipal buildings and facilities. These efforts help reduce the City's long-term utility costs and contribute to reducing citywide greenhouse gas or "carbon" emissions. ENVIRONMENTAL REVIEW The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the proposed action(s)qualifies for a Class 1 categorical exemption pursuant to Section 15301 [Existing Facilities] of the State CEQA Guidelines because it consists of maintenance and minor repair of existing buildings and facilities. Thus, no further environmental review is necessary. RECOMMENDATION Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not applicable. 8-1 3/2/2/11, Item Page 2 of 2 DISCUSSION The budget amendment would appropriate $3,982 in unanticipated revenue from a San Diego Gas & Electric (SDG&E) refund to the Construction & Repair operating budget. The "Tax Reduction Act" (part of the federal stimulus package) lowered the income tax component that SDG&E applies to certain construction-related jobs requiring upfront payment by their customers. As such, the City of Chula Vista received a $3,982 refund for two past energy infrastructure projects at the Public Works Corp Yard and the Surrey Place Sewer Pump Station. The requested budget amendment would provide additional resources for the maintenance and repair of the City's numerous buildings and facilities. Proper, consistent maintenance helps to ensure that facilities are operating efficiently and to extend the life of building systems such as HVAC, lighting, and pumps. As a result, these maintenance activities help Chula Vista reduce its monthly utility costs and lower citywide greenhouse gas or "carbon" emissions. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule foundrn California Code of Regulations section 18704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT The $3,982 appropriation has no net-impact to the General Fund, because these one-time revenues will offset the one-time expenditures. ONGOING FISCAL IMPACT The 53,982 appropriation to the Public Works Department budget is a one-time activity, so there are no ongoing fiscal impacts associated with the budget amendment. Furthermore, the additional maintenance activities funded by the one-time appropriation will contribute to lowering long-term municipal energy costs. ATTACHMENTS Not applicable. Prepared by.'
